Energy is not only important material foundation for economic development and socialprogress, but also an important factor affecting the human living environment. Energy price’srising causes a deep level of exploring this question, and we will face a crisis of lack of energy.We develop new energy sources, and at the same time we should use energy management contractto realize the reasonable utilization and promote the development. Contract energy management isenergy mode of operation which may balance the interests of both sides or even multiple interests,and it might bring environmental and social benefits. In foreign countries contract energymanagement has been developed for a long time, and it becomes mature in every respect. So wecan learn from their experience and consider our actual situation to make it suited to thedevelopment of energy-saving industry in China. After the implementation of contract energy inour country, there are some problems in the actual operation, such as the EMC fund-raising isdifficult; dissemination of information is not smooth, corporate doesn’t put emphasis on energyconservation and so on. The article follows from foreign to domestic, from local to the whole,from theory to practice, and uses progressive layers of logical structure to analyze and explore it.This article includes five parts: The first part is exordium. This section firstly introduces thedevelopment of new energy at home and abroad, and then analyzes the domestic and foreign statusof energy management contract. Thirdly it introduces the problem of this study, the purpose andideas of the study and the method and content of the study. They prepared the way for the expandof full-text content. The second part is a basic introduction to energy management contract. Thispart is a detailed introduction to the basic content of EMC, such as the definition of EMC, realterms, characteristics, mode of operation, the operational procedures and energy servicescompany’s mode of operation, which gives people a clear understanding of EMC. The third part isthe current situation and problems of China’s new energy management system. This sectionexplains the management model of China’s new energy management, which includes unified management and central-local management. China’s new energy management is decentralized andthere are some loopholes. The fourth part is SWOT analysis in the field of new energy. It analyzesthe advantages and disadvantages factors of the internal environment and external environmentfactors which contain opportunity factors and threatening factors. And it contracts with actualconditions of China to explain one by one. The fifth part is the basic mode of energy managementcontract for biogas applications. In the section, it introduces the basic mode of the energymanagement contract used in the biogas industry, and then analyses the mode of an efficientsmall-scale biogas digesters. The part introduce its energy efficiency analysis.In this paper, we learn from foreign experience of energy management contract,and we contractwith actual conditions to analyze the development of energy management contract in the field ofnew energy in China. We analyze an efficient small-scale biogas digesters to verify advantages ofEMC, but it is necessary to improve the implementation in practice. Because of the appearance ofthe new market energy-saving mechanism of energy management contract, prosperousdevelopment of EMC and the combined application of new energy, it promotes energy-savingprojects of high energy consumption enterprises’ accelerated and widespread implementation. Butthe development of new things is not easy. In the process of developing EMC will meet a varietyof problems, such as financing, reasonable determination of energy savings and so on. The roadahead is tortuous, so we need endeavor to find suitable solutions to strive for our expectations.
