China’s economy has experienced rapid development for thirty years, what followed by the extreme energy consumption and environmental pollution intensifies, it is up to three times the energy consumption per unit of GDP in developed countries. The most important reason for the above phenomenon is the overall energy efficiency is not high, and the efficiency of the energy system is too low, which has become a major obstacle to China’s economic and social development. Therefore, the state take "energy conservation" as an important strategy for sustainable development, because only to save energy and to play full of energy efficiency, which can ensure national energy security and the country’s sustained economic growth.Building energy consumption is one of China’s primary energy consumption, especially in large public buildings, therefore, it is very important for large public building energy-saving reconstruction. Contract energy management is a relatively new energy efficiency investment based on market mechanisms, it will return on investment in energy-saving benefits of energy savings over the latter part of the realization of energy-saving, due to its ability to effectively reduce energy-saving enterprises up-front capital investment, and to reduce financial risk for energy saving energy companies, Its law more in line with the market,, which has been widely used in the construction of energy-saving projects.According to the problems encountered during the alteration process of the project, the following aspects are studied and analyzed in this paper which relies on A- building with energy saving reformation project: First, the project of renovation and energy-saving targets were derived from the customer based on the analysis of the demand for A- building with energy saving Reformation, Then based on the introduction of the contract energy management and its development, the project is designed touse the energy-saving benefits-sharing model for feasibility a nalysis,; at the same time, the project’s feasibility of the energy-saving programs is analyzed from the technical and economic aspects. Next, through the project implementation process and analysis of benefits of improvement, the problems which exist in the project is proposed with the implementation of contract energy management by energy service company. Finally, by summarizing the experience in effective management of energy service companies, and learn from the uccessful experiences of domestic and foreign enterprises, the improvement measures and strategies are listed to solve the problems encountered in the project. |
