EMC (Energy Management Contract), as a new powerful market mechanism, can efficiently promote the development of energy-saving industries. Due to the EMC, the energy costs can be remarkably saved to pay more for the energy-saving service project. The implementation of the contract energy management is very important to improve the utilization efficiency of power enterprises in China. However, many problems in domestic still occur in promoting EMC at present.The main business processes of EMC as well as the mode and mechanism of EMC are systematically studied to clearly present the key problems of the energy management contract system. Thus, the proper methods and approaches of optimizing the contract energy management system can then be proposed in this study. The market transaction costs of the energy service contract are determined by asset specificity, complexity of the project, competitions in the energy service market and institutional environment. The diagnosis of energy saving is the key part of EMC. The energy saving schemes for the specific energy consumption system, the manufacturing process and the devices are presented based on the analysis and calculation of the comprehensive energy consumption indices as well as the comparisons with the advanced indicators.The energy utilization process, which includes the production supply, the network distribution and the terminal user, can be precisely tracked and recorded based on the unified evaluation system for the energy utilization efficiency. Thus, the energy consumption, especially the primary energy consumption, as well as the corresponding performance indicators can then be better described. A more effective scientific and practical method of analysis and evaluation is then presented based on the energy consumption analysis of building energy consumption, combined heat and power generation, refrigeration and heating. Therefore, this unified evaluation method can provide the basis of EMC based on better analyzing and assessing energy audit, evaluations of energy conservation projects, scheme designs of energy-saving reconstruction, equipment procurement, construction, performance debugging, energy saving and efficiency monitoring.
