Rereach In The Policy Support System Of Green Electrical Appliances

China’s electrical appliance industry in the high-speed development for more than20years now face a triple challenge:Resources and environmental issues, development bottlenecks, green barriers. The electrical appliance industry want to get further sustainable development, the green appliances propulsion is needed.The first work is establishing comprehensive evaluation system of green home appliances. Green home appliances evaluation system is a system of the overall evaluation of the full life cycle of home appliances, the system include environment attributes, energy attributes,, resources attributes and economic attributes in different part of the green home appliances’life. Through comprehensive evaluation of various indicators.We can determine the level of green performance of the target products, through the evaluation process. We also can know that where can work to improve the green properties of the product. While we may know that the main factors affecting the evaluation target through the index weight. At last, through the analysis of the main factors and the green appliances policies shortcomings, put forward the policy support system to promote the development of green appliances. The main content of this paper is as follows:(1)On the basis of analyzing the meaning and significance of the green appliances,the paper builds a comprehensive evaluation index system of green home appliances. Based on the full life cycle of home appliances in the performance characteristics, combined with the relevant national standards and industry standards, establishing a relatively comprehensive and objective evaluation index system. And elaborated the process of comprehensive evaluation methods, and how to get the evaluation index weight and membership degree.(2) In this paper,we use the household air conditioners as example, use the analytic hierarchy process to establish the green appliances air conditioner performance evaluation index system. Considering the characteristics of the property, this paper use expert scoring method to get the index weight of various indicators. The paper elaborated the green household air-conditioner performance evaluation process in detail. Finally, the paper gets the main factors affecting the comprehensive evaluation of green appliances.(3) This paper analysis China’s policies and regulations for green appliances,finds the parts which restricts the development of green appliances. Combined with the main influence factors of the comprehensive evaluation of green appliances,the paper put forward policy suggestions.
