In2008, the State Council decided that the college students included in the medical insurancesystem for urban residents, and open university student health insurance reform. In2010, thePeople’s Insurance Department required the college students to join into the urban residentsmedical insurance before the end of this year. This article collected and analyzed the datascurrently affecting Wuhan college students to participate in the internal and external factors ofthe urban residents medical insurance through empirical investigation.From tripartite perspectiveof college students health insurance which is being pursued to make policy recommendations, inorder to make benefit from urban residents insurance.The article includes: social insuranceinstitutions in Wuhan, school medical institutions and college students. Final summary putsforward to recommendations which can eliminate the conflict of interest generated by the systeminvolving multiple parties and communication barriers.There’re five chapters. The first chapter deals with the research background, significance aswell as domestic and foreign research status. The second chapter describes the historical processof the reform in the medical insurance system for college students, comparing to their respectiveadvantages and disadvantages. The third chapter,considering universities in Wuhan, elaboratesthe characteristics of our new medical insurance policy for college students, and the problemsencountered in its implementation process.The fourth chapter, introduces a system of the foreignmedical insurance system, especially German and Japanese university students Medicare.ChapterV, combining with actual situation design in line with the national conditions of reformideas, strives for establishing a multi-level medical security system of national co-ordination ofthe students which is equal in system design. |
