Research On The Relief Of Poverty And Hunger Policies In Quang Binh Provine,Vietnam

Nowadays hunger and poverty are not only the urgent matters of the society but also the challenge, obstacle for the stable development of a nation, an area and a human civilization. Therefore, in the nearby decades many countries and international organizations have concerned and introduced some policies which alleviate hunger and poverty and narrow the gap between the rich and the poor all over the world.Looking back to the two previous decades, Vietnam got many impressive achievements in alleviating poverty. According to the national standard of poverty, the rate of hunger and poverty decreased continually from58%in1993to37,4%in1998,28,9%in2002,16%in2006and14,20%in2010in two decades. As the result, about3million people escaped from poverty in the stage.On the strategic basic of the alleviating poverty policies of the government, the policies have been carried out which have many positive effects on preventing the poverty and hunger in Quang binh province, Vietnam. The rate of the poor families decreases from32,49%in2005to11.57%in2010. The average rate of the poor families falls4,18%per year.The impressive achievements improves that the policies and solutions to relieving the poverty and hunger have worked effectively in the prevention of poverty. However, besides the good points of the policies, there are some drawbacks. Firstly, the process carrying out the policies is not effective. Secondly the objects who have the right to receive the policies are not suitable. Thirdly the covering and affection of the policies is not large and so on.There are some methods used in the tractate such as the statistical method, the qualitative analysis method, the normative and positive methods, logically reasonable and explained methods.In the analysis process, the writer identifies some actual situations in Quang binh population, labor, employment, income, expense, inequality, causes of poverty and hunger in nature, politics, economics and society. From the identification above, the tractate shows some indexes to evaluate the effectiveness, efficacy, suitability, and stability of four prevention of poverty and hunger like:credit for poor families, investment on building infrastructure, medical and educational support for the poor people. On the basic of evaluating the effectiveness of four policies, the tractate points out some drawbacks of the policies. As a result it gives some solutions to improve the policies:covering latitude and objects receiving the right, mobilizing force source to preferential credit policy for poor people, the participation of citizens in building infrastructure policy.
