Research On Poverty Alleviation Policy Of DakLak Province In Vietnam

For a long time, the problem of poverty and hunger eradication and poverty reduction has been a concern not only for the least developed countries, but it has become a global problem, the goals of millennium XXI.For Vietnam, the government always see the problem of poverty reduction is a key objective in the process of socio-economic development of the country. After nearly 30 years of implementing the innovation, hunger eradication and poverty reduction have been socialized, becomes the work of all levels, all sectors and attracted the participation of a large number of strata. Achievements of hunger eradication and poverty reduction in Vietnam was the world appreciated one of 10 countries that has speed of alleviation of poverty the most quickly.. Being a mountainous province in the Central Highlands of Vietnam, the problem of hunger eradication and poverty reduction in Dak Lak was spent a lot of the interest of the Party and Government and donors in country and abroad the last years. The guidelines and policies on poverty reduction is increased, improved and more efficient, create a new approach in implementing sustainable poverty reduction objectives through each period to ensure suitable with the conditions of socio-economic development and people’s income. Accordingly, poverty reduction Dak Lak has improved clearly, the number of households out of poverty is increasing and many households to make rich. However, the results of poverty reduction has not been as sustainable, wealth disparity between regions and population groups has not been narrowed; percentage of households into poverty and generate new poverty is higher than the total number of households out of poverty.To contribute to the quick and suitable development of Dak Lak, worthy is the economic-cultural-social center Highlands, the authors focused research, evaluate four key policies have a major impact on poverty reduction of Dak Lak, which is the policy of preferential credit for poor households; The main building of infrastructure in poor communes; policies to support education for the poor and policy support for poor health.Chapter Ⅰ, the author has codify and clarify the reasoning of poverty and the role of government for hunger eradication and poverty reduction as well as the reality of poverty in the world.Chapter Ⅱ, the authors generalize the situation and causes of poverty in DakLak.Chapter 3 and Chapter 4, the author codified policies for hunger eradication and poverty reduction through periods, focused research, evaluated four key policies have a major impact on poverty reduction of DakLak on 4 aspects:efficiency and effectiveness, relevance and sustainability. Also pointing out the existence of causes of hunger eradication and poverty reduction policies mainly of DakLak.Chapter 5, thesis research experience of some countries has been high appreciated in solving poverty by the international community from which to collect some of lessons can be found in the hunger eradication and poverty reduction policy 2020’s DakLak particular and Vietnam in general. Chapter 6, based on the opinion of the program objectives as well as the principles and orientations complete poverty reduction policies of Dak Lak province, the authors offer the perfect solution for general sewing planning, implementation and monitoring policy review, and propose specific solutions for four major poverty reduction policies.
