| Poverty is always a factor that affects economic and social development in our country.No matter absolute poverty due to excessively low income or relative poverty caused by large gap between the poor and rich,with the evolution of times,domestic poverty relief policies have undergone from relief-based,development-based and then to precise poverty relief based policies.Since the 18 thNational Congress of the Communist Party of China,under the background of precise poverty relief polices,our country has made remarkable achievements in terms of overcoming poverty.From 2013 to 2016,55.64 million people have got rid of poverty.The rate of poverty occurrence has reduced from 10.2% at the end of 2012 to 4.5% at the end of 2016.Moreover,with obviously higher impoverished masses' living standard and obviously better conditions in these areas.However,in subsequent years,because only the areas and masses with poor conditions,weak development basis and relatively high degree of poverty are remained,the difficulty in getting rid of poverty is higher,which leads to the arduousness of this hard task.The paper choose L County,Sichuan Province as the example,adopts literature analysis method,field investigation,case study and other methodologies,systematically combs and summarizes the achievements of the implementation of precise poverty relief policy in L County,applies Smith policy implementation process model,elaborates on the problems in the execution,and proposes suggestions on further improving the efficiency,and provides solid guarantee for overcoming poverty.L County,Sichuan Province is a remote minority ethnical group accumulation area.For a long time,the construction of infrastructures,industrial development,social security and other aspects are always relatively backward.Project and fund support are also in relative shortage.The current status of poverty has seriously restricted local economic growth.In recent two years,L County has issued a series of precise poverty relief policies,carried out a lot of supportive measures,such as setting up files and cards for the poverty-stricken households,mutual help,industrial support,relocation and so on,increased financial investment,and established financial poverty relief platform,and made certain achievements in terms of getting rid of poverty.Nevertheless,there are also some problems.The paper conducts systematic elaboration by applying Smith policy implementation process model and based on the results of field investigation from four aspects,respectively ideal policies,implementation organization,target and environment,and finds out multiple problems,such as unreasonablegoals and contents of precise poverty relief policy,lack of innovation of resource integration and mechanism,unreasonable execution of supportive organization's responsibilities,coarse management of poverty relief project,incomplete poverty relief fund monitoring,being trapped in poverty and cast in poverty again,greater difficulty in poverty relief,villages without enough motivation in industrial poverty relief,insufficient degree of masses' participation into poverty relief,lack of corresponding rewarding and punishment mechanism pertinent to poverty relief targets.Precise poverty relief is an indispensable path for realizing overall well-being society.In order to successfully get rid of poverty,the paper explores into the suggestions on improving the efficiency of executing precise poverty relief policies.First,stick to precisely recognizing “every village and household”,standardizing precise recognition procedures,classifying poverty-stricken targets.Second,optimize precise poverty relief policy,attach importance to education-based and industrialized poverty relief model,improve the degree of impoverished masses' participation into poverty relief.Third,enhance poverty relief projects and the integration of poverty relief fund,expand poverty relief and fund invest channels,encourage social organizations to take part in poverty relief.Fourth,set up poverty relief and achievement evaluation system,formulate poverty entry and exit mechanism,perfect poverty relief monitoring and appraisal system,and implement poverty relief cadre accountability. |
