Since the beginning of the21st century, the public domain has undergoneprofound changes. There shows some features like complex, varied, interactive of thepublic affairs and public issues. Public affairs and public issues are increasinglycomplex. The rapid economic development brought lots of benefits for humanity. Atthe same time, it also had a lot of global issues, like environmental pollution, resourceshortages, population increases, food shortages, poverty, and education, and so on.Globalization and information technology connects the world as a single entity. Thelink between public affairs is increasing. In the market-oriented economy, it is almostimpossible that a region’s economic development and social progress relying solely onits own resources. Local governments must work together. From the Perspective ofgovernance, the local governments must cooperate with others to handle public affairsand public issues.Since the Reform and Opening, the autonomy of local governments in China isgrowing. They are playing an increasing role in local economic and socialdevelopment. At the same time, the questions also appeared, like pursuing localeconomic growth blindly, vicious competition among local governments, localblockade, lack of cooperation and coordination, and so on. So, which becomes thefocus of this paper that how to create an effective cooperation mechanism amonglocal governments.First of all, this paper will introduce some basic concepts and theories likegovernance and intergovernmental cooperation. Then I will introduce the currentsituation and problems of intergovernmental cooperation in china. From theperspective of governance, I will put forward concrete proposals to improvecooperation between the Chinese local governments.
