Analysis Of The Distribution About Constraint Control Index In General Land Use Planning

With the rapid development of China’s economic, social, and the process of urbanization, thedemand for construction land is increasing. The other hand, because of the land a limited supply ofscarce resources, over-expansion of construction land will inevitably affect the other to class,especially the amount of arable land. Along with the agricultural land to non-agricultural landchange ceaselessly, the relationship between people and land is increasingly serious andcontradiction of land supply and demand is deepened ceaselessly.In this context, constraint control index for the first time is proposed in a new round of landuse planning, which includes the total amount of cultivated land, basic farmland protection area,urban and rural construction land scale, new construction to take up farmland dimensions,consolidation and reclamation of supplementary cultivated land quantity and average per capitaobligation Town Industrial land scale. It is planning to target specific and reflects the core ofmanagement intention in the land use planning. Its significance lies in the strict protection ofcultivated land and construction land supply.The last round of the overall land use planning played an important role in the cultivated landprotection and the scale of construction land reasonable control, achieving the partition of controlof utility of land and basic farmland protection areas delineated in the planning implementationprocess, but also many problems are exposed, especially the planning target allocation problem,which has not been well to solve. Scientific and rational allocation planning index, which is toensure the smooth implementation of the planning premise, also promotes the harmoniousdevelopment of economy and society is the inevitable requirement.Constraint control index four index is related to arable land.The effective protection of thefarmland can play a good role in promoting for urban construction land scale of reasonable control.In view of the planning index allocation scheme similarity, this paper selects one of the totalamount of cultivated land as the research object.This paper attempts to propose a new constraint control index allocation scheme, whichestimates land demand based on analysis of land utilization, while integrating the local regionaleconomic and social development in all aspects of factors, this paper forecasts demand in the planning index for land through mathematical models and methods, and finally prospect of demand,puts forward planning index allocation.
