Hei he is an important city,which is on the side of Heilongjiang, protecting thehomeland of the northeastern border. It is also one of China’s first batch of borderopen cities and a great port city. The region has a long history, at the same time, therise of the city is in the turn of the century, this period is also in the turning point ofglobal political century. On the countrary,the changes of international political andeconomic also deeply affect the border town, so Hei he standed out as a new city.Heihe became a business village after the sign of《the treaty of Ai hui》, later experiencedthe changes of the administrative division several times. As the political center of thearea, it plays an important role. Its influence extended from the initial economicinfluence to the political and cultural aspects, we can say that it is not only affectedhistorical process of the area, but also affected the pace of city development for a longperiod.The development of a city largely reflects a period, the context of an area, So thestudy of an important city that carried cultural, whose influence meaning can continuetoday. As a new city, its development is not the accident of the history. The researchabout the necessity of development can have more important significance in the city’sdevelopment in the future. This article will be from the perspective of the evolutionof the space structure to explore the regional factors of the rise of the city in the firstchapter, which consists of the natural geographical factor、economic location factorand the political situation. Through the analysis, we can look for the intrinsic power ofthe city development and impact factors of the space structural evolution. In thesecond chapter,I focuse on the internal space structure evolution of the new city, thisalso is the key part of the article. From immigration and city scale、the urban trafficsystem、 the city function, and so on. These give me some more intuitiveunderstanding for the internal space structure. The last chapter combined with the firsttwo chapters so that I can get the conclusion of regional influence. It is obvious that these effects involved regional politics、economy、culture and military,and so on. Sothe study of urban spatial structure not only let us understand that Hei He afftectedown and the surrounding areas, but also let us take example by the city’s reasonableplanning.
