As China's economy enters a new stage of high-quality development, the role of urban agglomeration in driving the economy is increasingly prominent. The development of urban agglomerations must not only solve the problem of urbanization, but also make it play a comprehensive role in expanding domestic demand, stabilizing investment, adjusting structure, and benefiting people's livelihood. The development of urban agglomerations is not a matter of scale and quantity, but the problem of improving the function of urban agglomerations and building high-quality urban agglomerations. Therefore, the study of the characteristics of urban agglomeration and its influencing factors not only fits with the regional development tasks under the new situation, but also can improve the development level of urban agglomerations, improve the quality of urban agglomeration development, and can be used as a reference for the development of urban agglomerations.Based on the panel data of the Yangtze River Delta urban agglomeration and the Central Plains urban agglomeration during 2007 to 2016,the study uses the urban agglomeration function spatial division intensity, urban function specialization index and location entropy index method to measure and evaluate the urban agglomeration level division from the perspective of functional space division, urban functional division and industrial division of urban agglomeration. Then analyzing the agglomeration characteristics of urban by using the Arcgis 10.2 software. Finally, based on the extended Cobb-Douglas production function, the influencing factors ofurban agglomeration division are explored by constructing a double logarithmic regression model. The conclusions are as following:(1)As far as the urban agglomeration as a whole, the functional space division degree of the urban agglomeration of the Yangtze River Delta urban agglomeration is much higher than that of the Central Plains urban agglomeration. There are some differences in the overall development trend of the two urban agglomerations, but they also have similarities. The functional space division degree of the urban agglomeration of the Yangtze River Delta urban agglomeration basically shows a steadily rising trend of fluctuations, while the Central Plains urban agglomeration is generally “N” type trend of “first rise, then fall and then rise”.The similarity is that the inflection points of the two urban agglomerations are the same, both showed a short-term decline in 2011 and 2012,and then gradually increased.(2)From the perspective of urban functional division of labor, the regions with high division of functions in the Yangtze River Delta urban agglomeration are stably concentrated in central cities,sub-central cities and their neighboring cities, and have a tendency to gather in central cities, while more than half of the cities are dominated by manufacturing functions. But the functional division of cities in the Central Plains urban agglomeration has not changed much. The areas dominated by productive service functions are mainly distributed in the central cities and the southeastern part of the Central Plains urban agglomeration, while the cities dominated by manufacturing functions are located in the northwestern part of the Central Plains urban agglomeration.(3)From the perspective of industrial function division, the regions with higher degree of specialization in the primary industry in the Yangtze River Delta urban agglomeration are mainly distributed in Anhui Province;the regions with strong comparative advantages in the development of manufacturing industry are in the northeastern part of Zhejiang, southern Jiangsu and southern Anhui;the distribution of other industrial agglomerations is relatively wide, but the number of gathering places shows a trend of declining fluctuations;central cities and sub-central cities have gradually become a gathering place for general production services and advanced production services;other service industries are mainly advantageous industries in some prefecture-level cities in Anhui Province,a small number of prefecture-level cities in Zhejiang Province and Jiangsu Province. The number of cities in the Central Plains urban agglomeration with the primary industry as a specialized industry has fallen sharply, and the gathering place is mainly located in the southern part of theCentral Plains urban agglomeration;the manufacturing industry is mainly a dominant industry in Henan Province;other industries with development advantages include Hebei,Henan,Shaanxi, and Anhui provinces, and the comparative advantages of developing other industries are increasing;the general producer service industry is mainly concentrated in Henan Province and Anhui Province;the distribution of high-level producer services is relatively fragmented;the southeastern cities of the Central Plains urban agglomeration are mainly specialized industries with other service industries.(4)Government intervention is significantly positively related to the division of urban functions, the division in the primary industry, the division in the general production service industry, the division in the advanced production service industry, and the division in other service industries,at the same time,it is significantly negatively related to the division in the other industrial divisions of the two urban agglomerations.Economic development, the degree of transportation development, and the degree of openness to the outside world are common factors affecting the division in the manufacturing industry. The degree of transportation development promotes the division in advanced production services, while technological innovation impedes it.Human capital is a differentiating factor affecting the functional division and industrial division.
