Study On Compensation Cost For The Water-Supplying Areas During The Construction Of Inter-Basin Water Transfer Project

During the construction of inter-basin water transfer project, the question of compensation cost which should be payed by water-receiving area for the utilization of water from the supplying areas, is very prominent.And it becomes the key factor of promotion of the inter-basin water transfer project.In this paper, the necessity of compensation cost for the utilization of water from the supplying areas is introduced from the water-right transfer, the connotation of the water resources value and externality of the inter-basin water transfer project. The compensation cost includes the use value of water resources and Ecological environment protection.In this paper, the use value of water resources in Zhuxi Reservoir is calculated based on the willingness-to-pay method and the benefit-value method.The result indicats that this value is about0.67-0.87Yuan/m3.And it privodes three methods of compensation cost for this value.In this paper, the value of Ecological environment protection in Zhuxi Reservoir is calculated based on Ecological-service-value method and Opportunity-cost method. The result indicates that this value is about ten million Yuan per year.The value of this paper is that it can provide a basis for decision making to sovle the question of compensation cost which should be payed by water-receiving area for the utilization of water from the supplying areas. And it can also promote the progress of the Zhuxi Reservoir project and the others in Zhejiang Province.
