Performance management is an important part of enterprise management. In reality, due to various reasons, there are some problems with the performance management system which used by some companies. Not only do they affect the realization of the goal of the business, also affect motivation and creation of the managers and ordinary employees. In this paper, the formation process and the characteristics of the original performance management system are studied by taking the SH corporation as an example. The hidden problems are analyzed. Based on the research conclusion, performance management system is improved and designed according to the theory and methods of contemporary performance management.In this paper, based on review the theories and methods of incentive and performance management, the important effect of performance management which is based on the corporation’s strategy are elaborated for improving the enterprise’s performance management system. Further, the formation, features, effect and problems of SH corporation’s original performance management system is analyzed in detail. According to these problems and SH corporation’s strategy and planning, the optimized design is proposed from four aspects which are organizations and responsibility system, target and indicator system, institutional system, implementation system. In the analysis of the choice of assessment methods, this paper does different classification based on job nature of the evaluation subjects. Different assessment programs are designed for hourly employees, piecework staff, technology staff, ITC staff, a department, and two tertiary sectors. Objective management, key performance indicators, balanced scorecard and a360-degree assessment and other methods are used to design the assessment programs. In order to ensure the implementation of the new system, the key problems are analyzed in detail, especially the establishment of the evaluation information system, the design of the calculation method, the relationship between appraisal cycle and assessment, implementation of the SMART principle, the reflection of team assessment, appraisal timeliness and accuracy of evaluation. The new performance management system is implemented through organizational restructuring, functions reconstruction duties combing. The strategies which contain the participation of the leadership and staff, pilot first and then promotion, ensuring appropriate funding should be strengthen. After the implementation of the new performance management system, SH corporation obtains good results. It not only laid a solid foundation for SH corporation to improve the operation and management of the company, and also provided experience for similar enterprises.
