When an enterprise keeps up with the pace of the reform and open anddisplays its talents in the tide of the market-oriented economy,it gains thehigh-speed development and the possibility and the desire for theuninterrupted growth.. Meanwhile,the high-speed development makes theenterprise face the new difficulties and problems,such as the shortage offunds,the shortage of talented persons and so on,and especially theenterprise is a private one。When an enterprise which is reforming cannot reform thoroughly,perfectly even unsuccessfully in the areas,such as the market competitionmechanism,the mechanism of property right,the construction of enterpriseorganization and the strategy of human resources management, theenterprise will face the weaker competitive power,shrink of a market,braindrain and economic backwards and go bankrupt finally,and especially theenterprise is a state one。The article analyses the important role which isplayed in the development of an enterprise by strategic Human ResourceManagement,taking the different destiny of the two enterprises。 In2000, that Sichuan Hongda Limited-liability company (thepredecessor:Mingzhu Phosphate Fertilizer factory) purchased SichuanHongda Group Company finished the conformity and enlargement aimed atthe long-term development of the enterprise, and in2001Sichuan Hongdalimited-liability Company which had excellent achievement and extensivescope came onto the market。If the building of the internal management system and the training tothe key power of the enterprise which whether is private or state cannotkeep up with the pace of the enterprise development,the reform of propertyright and the building of the market competition mechanism will beaffected。If the human resources management has some prolrms in thesystem and strategy,the value of the human resources being turned intoorganization efficiency will be held back,and the competitive power andthe motive force of the development will be lostSo, taking the HongDa Co. purchasing Shihua Co. as an example,analyzing the devotion to the organization efficiency, which is made by thehuman resources management of the private enterprise, by using the theoryof Strategic Human Resources Management, and studying the problems related to the building of the human resources management system, haveimportant theoretical and practical meanings. Simply speaking, StrategicHuman Resources Management, called SHRM for short, contacts humanand the enterprise systematically, and gains the human resourcesdistribution, which has competition advantages, through the humanresources plan, policy and practice. It is thought that under the conditionwhere founds and technology are imitated faster and faster by theopponents, the funds and technology which are the factors that havecompetition advantages play smaller and smaller part, but human capital------the knowledge and the ability in the staff,and the internal mechanismas intangible asset, which are difficultly copied by the opponents becauseof the equivocate of causality,are certainly to become the importantresources which have the advantages of the sustained competition. That isto say, human resources are the base on which the enterprise make thecompetition advantages. But, human resources are not the force at the coreof the enterprise directly. The value of the human resources must be turnedinto the economy efficiency by strategic and systematic human resourcesmanagement The article tells the strategy that the private enterprise makes thestrategic human resources management by comparing the different situationof the two enterprises, and contacting the theoretical analyzing and theexamples’ comparison, to analyze the strategic human resourcesmanagement’s affect on the enterprise organization efficiency, and bythoroughly exploring the theory that human resources management plays apart in the enterprise efficiency to further reveal the outstanding points andproblems and shortages during the period when Hongda company made thestrategic human resources management and to study the better train ofthought of human resources management。The thesis finally proves that human resources for the enterprise arenot “cost”,but “capital”,firstly by studying strategic human resourcesmanagement of Hongda company using the theory of strategic HumanResources Management,and then by studying and analyzing the strategicefficiency management, payment management and the training and thedevelopment of human resources. Firm can improve its performancethrough human recourses management.
