Employment is a national priority for improving and safeguarding the people’s livelihood.Due to the impacts of urban-rural dualistic economic structure and employment patterns ofurban-rural split. On urban economic systemreform after breaking the iron rice bowl of the traditional mode of enterprise management andworkers, a large number of workers needed the re-employment of structural unemployment incities and towns. Urbanand rural employment and manpower management becomes essential and important means ofparty Committee and Government.Since the90’s of the last century, urban and rural employment and manpower policiesbegan to sprout, progressive development of the practice of advancing.
