At the present time,our urban and rural development lopsided development,which represented by urban and rural differences enlarge farmer's problem and society stability.However,the core question to solve such problems is balance urban and rural employment.The proposal of an overall planning of the urban-rural employment is based on the divided labor market between city and country, the unbalanced government policies in favor of the city residents' employment.An overall planning of the urban-rural employment is also an important task of the "Eleventh Five-Year Plan" of economic and social development.China will inevitably face extra labors and dual separation of the urban-rural employment for a long time,it is a tough and also a long term task to realize the overall planning of employment due to the conflict between the enormous amount of labors and their lower qualities in terms of technologies,unbalanced regional economy,poor management,the lagging employment concept and inflexible policies closely related to employment.Accelerate the urban-rural employment need objective and accurate estimation on social employment situation,and much exact forecast.At last,evaluation model on urban-rural employment was set,for appraisement and prediction,and then give a qualitative analysis to Chengdu and bring forward some idiographic suggestions.This paper claims that overall planning of urban-rural employment is naturally a system rearrangement.In order to turn it into reality,our government should restructure itself and reinforce its function of the overall manipulation in terms of building the united labor market,employment regulations,training system and social security.Meanwhile, the government should impel the process of urbanization,develop the third industry, support the small and medium-sized enterprises and expand these informal ways of employment so that we make great effort to broaden employment.
