During the development of an enterprise, personnel is the most active resource elements,is also the most important resource. The competition between enterprises has developed fromproduct operation competition to capital management competition, and now gradually becomethe competition of intelligence capital management. It would be possible to realize theorganizational goals only if making efforts to well manage human resources, delegatingappropriate personnel with corresponding suitable jobs, and enjoying a good coordination ofstaff and work, individual and organization. Therefore, it is a key element for the success orfailure of an enterprise, i.e., whether it is able to recruit and select suitable talents for theirenterprise, so as to maintain its competitiveness.Currently, there is limited research on China’s small and miniature enterprise from theperspective of recruitment. With the constant development of market economy, our ruralsmall and miniature enterprise faced with new challenges. Especially after the outbreak of theglobal financial crisis, the rural small miniature enterprises have come across great difficulties.They either go out of business or get closed, leading to more layoffs, capital chain fracture,bosses running away with huge debt, and many other factors negatively influencing socialstability, and there is no exception for rural small and miniature enterprise. However, currentstudy on small and miniature enterprise mainly focuses on the financing difficulties, and lessfrom the perspective of human resources, let alone from the perspective of rural small andminiature enterprise, or the recruitment problem of it. While there is limited experience aboutthe recruitment of rural small and miniature enterprise can be learned for reference, which hasbecome a bottleneck for the healthy and long-term development of rural small and miniatureenterprise, and thus hindered the development of rural small miniature enterprise. However,the development of rural small and miniature enterprise plays an important role inconstructing the harmonious society and promoting the healthy and stable development of thenational economy.This paper combines the research methods of qualitative analysis and quantitativeanalysis, based on the outline of researching the problem,finding it, analyzing and solving it. After analyzing and researching about the recruitment problem of rural small and miniature enterprise, finding out the reasons behind it,and figuring out the measures of The paper focuses on the current rural small and microbusinesses exist recruitment problem research.solving these problems, and finally, putting forward the countermeasures to solve thisproblem from nine aspects.From these countermeasures we can see, if rural small and miniature enterprise canearnestly analyze advantages of their own, to overcome the shortcomings of their own, adjustmeasures to local conditions, suit measures to different things and different persons, takeadvantage of every opportunity and constantly learn and take down-to-earth action, they willbe able to work out suitable measures for recruiting suitable staff under the complex marketeconomy condition, so as to lay a good foundation for its development.
