Land Consolidation Comprehensive Benefit Analysis

Land is the basic resources for human survival and development. With the economic and social development, land, the scarce resource, is facing serious challenges. Carrying out land consolidation is an important way to coordinate contradiction and to relieve the relationship between human and land, an important method to keep the total dynamic balance of the cultivated land from the quality and quantity, and an inevitable choice to promote agriculture and the construct the new socialist countryside. Benefits analysis and evaluation of land consolidation is such an indispensible part of the land consolidation that it can effectively promote the healthy development of the land consolidation. Research of benefits evaluation for land consolidation is of great significance to perfect supervision of land consolidation and the management mechanism after the land consolidation and to guide the practice of land consolidation.This paper first analyzes the research trends of domestic and foreign land consolidation and comprehensive benefit of land consolidation. After illustrating sustainable development theory, system theory, people-land coordination theory, land supply theory, and other basic theory, this paper analyzes the content of the land consolidation benefits evaluation, and put forward the methods and procedures, including the establishment of evaluation index system and evaluation model. Then taking land consolidation of Xindian town, Weiyuan county, Sichuan province as the research object, this paper use analytic hierarchy process and fuzzy comprehensive evaluation method to evaluate the economic benefit, social benefit, ecological benefit, landscape benefits and comprehensive benefit after land consolidation. Finally, the paper probes into the imperfections in the study. Comprehensive benefits research of land consolidation carried out in this paper mainly refers to the economic, social, ecological and landscape effect of the land consolidation on the research area. Economic benefit is the index on investment and profit of land development and consolidation, including four evaluation indicators, that is, benefit-cost rate, agriculture increase rate and so on; social benefits mainly reflects impact and benefit on the social development of the research area brought by the land consolidation, including four evaluation indicators, such as new cultivated land rate and per capita cultivated land changing rate; ecological benefit is mainly to evaluate the improvement of farmland ecological environment, including four indicators, such as land reclamation rate, soil and water loss controlling rate; landscape benefit is to measure whether the countryside is beautified in a certain degree after the land consolidation, including four indicators, such as the land leveling rate and land neat rate. Based on the four big indexes, this paper has determined the weight of every evaluation indicator, constructed the comprehensive fuzzy evaluation model, and systematically evaluated the comprehensive benefit of the research area by using analytical hierarchy process. Conclusions are drawn as follows:The implementation of the land consolidation has great economic and the social benefits on the research area which are both rated as "good", and has fair ecological and landscape benefit, which shows that the current land consolidation work has been transferred from laying particular stress on economic benefit to the economic and social benefits, but ecological and landscape benefits have not given enough attention. In general, the land consolidation work of the research area is successful for the desired effects it has achieved.
