Research On The Evaluation Of Comprehensive Benefits Of Land Consolidation In Mining Subsidence Areas

At present,China is in a period of transition.With the acceleration of industrialization and urbanization,the area of cultivated land is decreasing day by day.As one of the most important ways to supplement the cultivated land area,land consolidation is of great importance to improve the ecological quality and promote the conservative and intensive use of land.In China,land consolidation projects spontaneously carried out by farmers do not always receive the ideal effect.So land consolidation projects require national support and unified remediation.In order to better promote the implementation of land consolidation projects,comprehensive evaluation should be carried out to assess the benefits of land consolidation projects.The goal of comprehensive benefit of land consolidation project is to achieve a high degree of unity of economic,social and ecological benefits in the project area.At present,the evaluation methods are mostly qualitative description.And the land consolidation projects are mostly about agricultural land and rural settlements.But there is still less comprehensive evaluation of land consolidation projects in mining subsidence areas.Therefore,it is very important to construct a relatively perfect index evaluation system and carry out the comprehensive benefit evaluation with the actual situation of the mining subsidence areas,which is of great significance to complete the theoretical system and guide the concrete practice of land consolidation.This thesis takes the land consolidation project of Qicun Town in Zaozhuang as an example,combines the comprehensive benefit evaluation theory of land consolidation as an example with the actual situation in the project of Qicun Town and uses the analytic hierarchy process to construct a three-layer evaluation index system to evaluate the comprehensive benefit before and after the implementation of the land consolidation project.Using the multi-level fuzzy comprehensive evaluation method to obtain the project before the completion of the project,the scores of economic,social and ecological benefits are 23.054,35.862,30.286 respectively.However,after the completion of the project,the scores turn to 91.848,93.176,83.438 respectively.At the same time,the comprehensive benefit score before and after the project is 27.302,89.566 respectively.Through the comparison of the evaluation results,it shows that the implementation of the project has brought huge comprehensive benefit to the area.The evaluation index system can comprehensively and objectively reflect benefits brought by the land consolidation project and provide reference for the land consolidation practice in mining subsidence areas.
