After the private enterprise grew in a large size, the market was showing a disorder competition, most of the small and medium-sized enterprises’equipment are old,and management technology are relatively backward.The product is of low scientific and technology,and technology is backward in this country.there isn’t famous brand of rapeseed oil till now. Rather than other cooking oil,rape oil’s consumption market is small,its market share is only20%. Productivity is excess each year due to the big quantity of small enterprise, and the resource is wasted, the efficiency is low, the overall market performance in a less reasonable state.In short,it’s because that industry market structure is not perfect,enterprise’s market behavior is not standard.so the market performance is not reasonable.Therefore,we should establish an effective market structure and enterprise’ market behavior of rape industry,as to optimize the entire industry market performance. Hubei rapeseed processing industry must be developed to improve the competion of Hubei rape industry.Based on the theory of industrial organization theory,price theory and effective competition theory,this paper use s-c-p to analysis Hubei rape industry’s market structure, market behavior and the market performance,finally put forward the corresponding optimization countermeasures to ensure the good development of rape industry. Through the analysis we found that:Hubei rape industry is an oligopolistic market structure,and market concentration has increased year by year.Enterprise’s main market behavior is price behavior, and product differentiation behavior and advertising behavior is obvious. The Industry’s resource allocation efficiency and scale efficiency are not high. To optimize the whole industry market performance and enhance its competion,it must ensure the production capacity of the rape processing industry and set up a corresponding risk system, government should encourage enterprises implement the m&a, the enterprise must strengthen their innovation of science and technology,and implement the brand strategy.At last,govement should perfect management system and enhanc the supportment.This research use corresponding indicators to analyse Hubei rape industry organization,and deeped the industry organization. Through deep analysis,this paper draw this conclusion:to optimize the entire industry market performance, It needs the industry and enterprise’s strength, and government’s support.It provides some reference for the development of the rape industry.
