Performance Evaluation Of Science And Technology Correspondent Entrepreneurial Action Of Sichuan Province

The science and technology correspondent (STC) entrepreneurial activity, as the activities promoted by the government to investigate the mechanism of long-term operation of the STC system from a practical level, is gradually attracting more and more attentions by the theoretical academia. The existing studies suggest that the essential difference between s STC system with the traditional agricultural science and technology promotion system is that the "interest-driven" and "community of interests" are the core and the corresponding entrepreneurship is an essencial performance. But these existing researches do not explicitly clarifythe connotation that the STCs participate in entrepreneurship.And the researches are lack of analysis to the crucial factors involving the participation, and also lack of evaluation to the performance of the entrepreneurial macro-action in countryside. Nevertheless, these problems should be included in for exploring a long-term STC system operating mechanism. Therefore, this article have important theoretical and practical significance.The main contents are organized as follows:First, we will discuss the connotation and the decisive factors of the STC’s entrepreneurial activity, the theoretical root to startting the entrepreneurial activity, and the typical entrepreneurial activities, modes and mechanisms. Then we have analyze the current situation of the STC’s entrepreneurial activity in Sichuan, including the entrepreneurial environment, and the basic situation about sending the STCs to countryside and corresponding entrepreneurial activity. Finally, we ultilize the fuzzy comprehensive evaluation method based on entropy weight to synthetically evaluate the performance of STCs’s entrepreneurial activity in Sichuan, andeach region of the province,, and the project demonstration and the non-demonstration zone. Further, the corresponding suggestions are proposed based on theses results.Through the analysis, we draw the following conclusions:(1) The STC’s entrepreneurship does not only include the entity one but also the paid technology services., The government’s support, the entrepreneurial passion and the industrial baseare three decisive factors of the the entrepreneurship. The STC’s entrepreneurial action needs to fit the local conditions, and entrepreneurial patterns and long-acting mechanism need to be reformed in accordance with the practical needs.(2) In order to start the STC’s entrepreneurial activity it needs the government to-provide a necessary political, administrative, social, financial and technological, external environment. pro bono services provided by theSTCs still account for a high proportion, While in paid services, the proportion of entitative start-ups is increasing year by year, but other types of paid services account for the highest proportion., It reflects that the innovation of STC’s entrepreneurial model still has much room for development, and the estabilish of the long-acting mechanism of the STC’s entrepreneurship needs to deal well with the relationship between the service and entrepreneurship.(3) Influenced by the factors of the change of the governmental ideas of STC’s entrepreneurial activity, the release of entrepreneurial passion, and the industries with better basic conditions occupied by ealier entrepreneurs, etc. the performance of STC’s entrepreneurial activity in the Sichuan Provincial is reducing year by year. For restricted by the resource endowments, the agricultural commodity rate, the market environmen, and so on, such areas with better these conditions have high STC’s entrepreneurial action performance. Since the STC’s entrepreneurial action can not be separated from the support of the corresponding projects, but the projects are often concentrated in the areas with regional advantages of special industries, the performance of theproject demonstration areas is significantly higher than non-project demonstration areas.Based on these findings,in order to promote the development of the STC’s entrepreneurial action, we propose some innovation suggestions, i.e., foster the growth of STC’s entrepreneurship industry chains, continue to strengthen the industrial STC’s team construction and STC’s capacity construction, innovative the mechanism of the the STC’s entrepreneurial services, establish a long-term entrepreneurial mechanism and create a favorable environment for STC’s entrepreneurship, and fully play the local area’s roles to encourage innovations of the grass-roots units.
