Empirical Analysis On The Factors Influencing The Rural Entrepreneurship Of Science And Technology Special Agents

Science and technology correspondent rural entrepreneurship is an important strategy of national development in rural areas.On May 19,2016 the State Council issued the document called Several opinions about further carrying out the system of science and technology correspondent which further increase the protection of science and technology commissioner of rural entrepreneurship.And it explicitly proposed to expand technology correspondent team.At present,there is no consensus on the definition of science and technology commissioner,In this paper,the science and technology commissioner is defined as those who can combine high efficiency production factors with traditional agricultural elements to promote the development of rural economy,messenger of modern production factors to rural areas.In this paper,in order to show the difference,the government appointed part is called the science and technology ombudsman within the system,and the non selected part are called the special agent outside the system.In order to better encourage science and technology correspondent Rural Entrepreneurship,It is necessary to find out the factors that affect the rural entrepreneurship of science and technology correspondent.Using recycling system of 105 within and 180 outside the technical task force questionnaire data,Logistic model were established for regression analysis an d contingency analysis.The results prove that science and technology correspondent entrepreneurial behaviors in the system is negatively correlated with the degree of education,the professional titles,the selection level and the age.government's support for the project,the difficulty of bank loans,family support,experience of science and technology service,The degree of voluntary to participate in science and technology correspondent,entrepreneurship training and education,the local economic level,industry status level,flow of information,improving social status by entrepreneurship,free style of working,project's low risk have a positive impact on the special agent entrepreneurship behavior in the system,while self organization ability,communication ability,social relationship have no significant influence on science and technology correspondent in the system of rural entrepreneurship.After the empirical study on factors influencing the rural entrepreneurship of science and technology commissioner out of the system.we find that the culture degree,age has no obvious influence on science and technology correspondent rural entrepreneurship out of system.Family support and family owned funds have the greatest impact on entrepreneurship,government services,numbers of government projects,entrepreneurship training,local economy,local entrepreneurial atmosphere,information level,the degree of understanding of rural entrepreneurship policies,entrepreneurial interests,how much the social status could be enhanced by entrepreneurship are positively correlated with entrepreneurship,but personal organizational ability,communication skills,social relations,self assessment risk have little effect on rural entrepreneurship to the system of science and technology officials.Based on the empirical results,the following suggestions are given:(1)to guide banks to increase the amount of loans to science and technology commissioner,to guide social capital to rural entrepreneurship,try to establish science and technology correspondent foundation to help the problem of lacking money.(2)to strengthen the construction of information channels and information support from government,to collect entrepreneurial information.Assign personnel to run the market,and actively push the useful information.(3)government should offer more local characteristics of entrepreneurial projects to support science and technology correspondent both within and outside the system.(4)government should continue to increase business training,actively promote entrepreneurship advanced deeds,guide the social support of science and technology correspondent good atmosphere of rural entrepreneurship.(5)Rely on science and technology outside the system to promote the villagers to get rich,outside the system of science and technology workers to engage in the work of the system,the system of science and technology special agents may be appropriate to reduce the threshold of education when hiring..
