Research On The Transformation Of Development Zone Toword New Urban District In Coastal Region Of China

As the first area of the reform and opening up and the market economic system, thedevelopment zone constructs more than30years in China,and promotes the region openingup from coastland to inland，which has the unique management system and many talents,attracts a lot of investment and enterprises. In the1990s,with the number of development zoneincreasingly and scale growth, the zones’ competition intensified.As the Asian financial crisisand the China’s entry into the WTO, development zones’ problem about land, managementmode and environmental was obviously. Part of better conditions development zone began towalked up new urban district transformation,which based on the famous theory of growthpole, industrial cluster and garden city.And there are many aspects different from the westernMetro construction, Such as urban development objective, function and distribution situation.With the unique geographical advantages and port resources, coastal region formed threemajor regions,which are the Bohai Rim, Yangtze River Delta and the Pearl River Delta,andLiaoning Coastal Economic Belt, Blue Economic Zone in Shandong, Hebei coastal areas, theWest Coast Economic Zone,North Bay Economic Zone and other coastal region of commondevelopment pattern.The early period construction of the development zone are realizingenterprise spatial concentration,and driving space scale expansion. Through the secondpioneering strategy, development zone walked up the evolution way from industrial park tocomprehensive urban district. The zone has optimizing the environment, enhancing thefunction of life basic services facilities, and driving regional economic rapid development.The article applies spatial expansion velocity model and land-use dynamic model onShenzhen Special Economic Zone and other twelve coastal development zone to research thespeed and scale of spatial extension. The results expressed that development zones’ spatialextensions are affected by urbanization, location, policy and many aspects. Guangzhou andTianjin’s development zone and Pudong new district are cases to analysis the compositionelements of economic growth by Cobb-Douglas production function mode. The resultsexpressed that new urban district development should pay more attention to improve theutilization of capital,talent and policy support.at the same time, the harmonious developmentof people, environment and circular economy should also pay attention.
