County economy as the basic unit of the national economy，has an importantposition and role in economic and social development. Since China has a vast territory,the resource gift of each district, geographical conditions, the degree of marketdevelopment, concept, all elements is very different, the development road of countyeconomy is also not the same.In recent years, many experts and scholars diligently strive after issues about thedevelopment mode of county economy, because the data and information are limited,the research of city county economy development mode researches are relativelycommon, but the researches of development pattern of county economy in China areopposite less. This paper uses development economics, regional economics andinstitutional economics as the theoretical basis, with Shucheng County as the researchobject, in view of the Shucheng is a" large agricultural county, industry weakcounty"," population large county, finance poor county" feature, through SWOTanalysis of Shucheng county, recognize Shucheng present situation, summary toextract the Shucheng County economic development countermeasures. This article isin order to promote better and faster economy development of Shucheng and providereference for other areas, particularly for the counties in Midwest of China.The second chapter of this article summarizes domestic and international theoriesabout county economic development, the current academic studies of county economymainly includes: the connotation of county economy, researches of county economytype； researches on development pattern of county economy.The third chapter introduces the Shucheng county economic developmentprocess, and in accordance with the agriculture, industry, trade and tourism industrythree respects introduced Shucheng county economic operation status.In the fourth chapter, on the basis of the data comparison of each countyeconomy, do SWOT analysis of Shucheng county economic development. Shuchengcounty development of economy advantage includes: clear development ideas,development environment is optimized； economic gross increase rapidly, industrialstructure is optimized further. Disadvantages include: comprehensive strength ofcounty economy is weak, overall development level is not high； outward linkageeffect is not strong； industrial scale is small, the three industrial structural contradictions still exist.
