Research On The Industrial Clusters Competitiveness In Shucheng County Of Anhui Province

With the development of a market economy, the industrial division of labor, the strength of a country’s economy increasingly depends on nurturing and developing a number of strong competitive industrial clusters. Industrial competitiveness has become a hot topic of current economic research, and now domestic experts and scholars conduct this research in many academic fields.Therefore, this research project I participated has great academic and practical value.Furthermore, as I take part in the innovative graduate student’s cultivation project,i come to Shucheng County and have chance to do research in grass-root field.This article source comes from an economic development research project--"Industrial clusters development and backbone enteiprise cultivation in Shucheng county" of Anhui Shucheng Economic Information Committee. In recent years, Shucheng government attaches great importance to cultivate and develop a number of industrial clusters with competitive advantages. Thus, this study has a certain application value. Relying on its great resource endowment, low labor costs and favorable government policies. Shucheng has developed some traditional industries, such as feather and down related products processing, agro-food processing and stroller industry. Now. Shucheng seizes the position as "experimental zone of industries transfer in Wanjiang urban agglomeration", based on the County has rich resources and favorable realistic conditions, its industrial development began to enter the transformation and upgrading period, cluster effects appear, technology-intensive industries are increasing.1used the observation method, descriptive method, interviews, questionnaires, and the prediction method and combined with qualitative analysis. With my research and quantitative analysis, I also found some problems exist in the Shucheng industry cluster development:the main industries in Shucheng are mostly labor-intensive, corporate specialization is rare, mutual-cooperation is lacked, there’re shortages of senior management and technical talents, the capability of independent innovation is weak, famous brands are less, the main products are related to raw materials and primary processing. Disadvantages on the market competition of these enterprises producing low-end products, making it difficult to increase efficiency. which is not conducive to enterprise scale, intensive and diversified development.it’s also a constraint to grow the competitiveness of Shucheng industry cluster. As the above problems. Shucheng should grab the opportunity of "industries transfer in Wanjiang urban agglomeration for the local industry development to increase outer investment, while introducing eastern industries to further develop the local abundant resources, the local enterprises should absorb and learn advanced technology and management experience from mature eastern industries, and to promote the brand creation and innovation of local enterprises,to improve the conditions of production and operation, to improve the quality of management, in order to promote the constant enhancement of the Shucheng industry cluster competitiveness.The purpose of this paper is to quantify and analyze the contribution rate of the main factors which influent the Shucheng four industry clusters development by use of the GEM model, in order to find out the strengths, weaknesses and problems encountered of these industrial clusters under the real circumstance of Shucheng business development and resource endowments, then to explore strategies and solutions combined with Shucheng economy reality, hoping to make some meaningful research for the local economic development. In this paper, in the process of using the GEM model, the writer added new scoring and impact analysis of the six factors of the GEM model. Thus, through the Double Quantitative Analysis of scoring the six indicators including resources, facilities, suppliers and supporting industries, enterprise’s structure, strategy and competition, local market, external market and giving scores to the two index factors under the six indicators, to find out the strength and the influence of resources, facilities, businesses, market potential and other factors in the process of Shucheng four industrial clusters’development. For the optimization and upgrading of resources allocation and industry structure, to identify the stronger, larger industrial clusters such as agro-food processing industries, feather and down products processing industry from the current four industries with the industrial cluster prototype in Shucheng, the local should continue to support them to promote these advantageous industrial clusters’adjustment, structure optimization with higher level supporting industries and more complete industrial chain, strengthen the backbone enterprises within the cluster and expand the industrial scale for Solving problems and increasing effectiveness thinking. In addition. Shucheng should form some emerging economic growth points such as tourism industry, photovoltaic solar energy industry, combine the traditional and emerging industries, to promote the brand, intensive, and characteristics construction of Shucheng industrial clusters, and the enhancement of Shucheng industry cluster’s competitiveness and economic dynamism. There are significant meanings for Shucheng to better achieve the plan and targets of industrial economy’s sustainable development, to speed up the development of engineering, agriculture, tourism and urban construction, optimize the structure, prosper economy, improve people’s livelihood, coordinate the development of urban and rural areas, and for Shucheng’s better integration into the Hefei Economic Circle.
