The Research On Contribution Of Human Capital In Anhui Province High-tech Industry Growth

With the development of economy, the importance of human capital is becomingmore and more prominent. Therefore, the research that how human capital contributes toeconomic growth has been a focus concerned by economic field, after years of studyChinese scholars in the research of this remarkable achievements. But the contribution to acertain industry was studied rare, so this paper has somewhat innovational and practicalsignificance. Based on the existing human capital theory, this article takes high-techindustries in Anhui province as subject to analyses human capital’s contribution to thesehigh-tech industries with quantitative and qualitative analysis methods.The first part of this paper introduces the international and domestic background ofstudying high-tech industries in Anhui province. That is at the national level internationalpay more and more attention to the development of high-tech industry, China’s high-techindustry development remarkable achievements, after decades of develop, but comparedwith the developed countries still exist certain gap. In the domestic level the developmentof Anhui high-tech industry had rapid rate, but from the contrast between the provinces isstill in the position of the backward. Is possible by the method of improve human capitalstock in high technology industry to change the status. It also points out the significance ofstudying human capital’s contribution to high-tech industry both in theory and practice.The second part reviews the theory of Theodore·W·Schultz,Gary·S·Becker,Edward·Denison and Jacob·Mincer human capital, the economic growth model containedhuman capital of Uzawa, Romer and Lucas. The related study of human capital inhigh-tech industry and the discussion of high-tech industry both at home and abroad arereviewed. Meanwhile, the third part provides a definition of high-tech industry and pointsout its features. It also demonstrates the connotation and characteristics of human capitaland its promotional role in high-tech industry.In the fourth part, it analyses the achievements of high-tech industry in Anhuiprovince concretely. Then it shows the current situation and problem of human capital inhigh-tech industry. Last, this part constructs a new model between human capital and high-tech industry in Anhui province, and supplies empirical analysis according to the datafrom1995to2010. Through this analysis, it found that education capital and health capitalplay a very important part in high-tech industry development, Among them, the educationcapital increase1unit will improve each high technology industry growth1.222units inAnhui province, health capital by1unit will improve each high technology industrygrowth0.432units, the contribution of education capital is more than health capital.The last part proposes the related suggestions to improve human capital’s contributionto high-tech industry in Anhui province from government, enterprise and individualaspects.
