| As the development of economy, increasingly demands of product innovation, manufacturing technology and management level are required by various industries. High-tech industry is formed by the gather of enterprises which manufacture high-tech products, meanwhile, it reflects the unity of technology innovation and industrial development. Therefore, the high-tech industry has gradually become a pillar industry of the country, and even been a standard of a country's overall economic level and an important indicator of overall national strength. Especially in the era of knowledge economy, as the process of global economic integration, the key to national economic development lies in the talent, technology and other aspects of knowledge innovation, countries will also develop high-tech, seize the commanding heights of science and technology, which is an important means to participate in international competition, therefore developing high-tech industry has become the key point of national economic development.Currently, it is an important period of transformation of Chinese economic development, high-tech industry as a industry has both of high-tech and high innovation, the rapid development of the industry can not only promote the development of other industries through industrial correlation effects, but also by a large number of technology spillover and innovation to upgrade the industrial structure, thereby enhancing the overall strength of Chinese economic development. Anhui is located in Chinese central zone, an agricultural province, which has a low level of industrialization city industrialized cities, especially poor basis for the development of high-tech industry, a relatively small independent intellectual property rights. In this case, it is essential to research on the contribution of high-tech industry in Anhui's economic growth, explore the transformation of economic development mode, optimize the industrial structure and take a new road to industrialization of sustainable development. How to make the high-tech industry in Anhui can develop faster and better, is an important task in Anhui during the "twelfth five-year" period.In this paper, the high-tech industry in Anhui Province as samples, firstly introduced the background, purpose, meaning and the review of the related documents of the home and abroad, followed by a detailed exposition of the theory of high-tech industries and economic growth, and then discusses the development status of Anhui province high-tech industry. Finally, we build a cross-section of 16 cities, the time for the year 2006-2011 panel data, based on the Anhui Science and Technology StatisticalBulletin from 2007 to 2012, the Anhui Statistical Yearbook data, to choose six indicators, such as the industrial added value, the number of high-tech enterprises, number of patent applications and R&D personnel, R&D internal funds, government IT spending, from the two angles of innovation and technology, unit root through the panel data test, cointegration test and F test and a series of judgments methods constructed two varying coefficient models of fixed effects. Econometric model through analysis showed that industrial value-added, high-tech enterprise number, number of patent applications, R&D personnel, R&D internal funds, government IT spending and economic growth there is a clear positive relationship, and it has a long-term stability relationship. It shows that the high-tech industry has a strong supporting role does on economic development. Finally, according to our research findings, combined with the current development of Anhui Province, proposed high-tech industries by improving product value; attention to industrial agglomeration effect of high-tech industries; encourage patent applications and technology innovation; intensify personnel training, improve the number of R&D personnel; tech enterprise R&D to improve financial resources system; remain reasonable and appropriate government IT spending and other policy measures, to promote the healthy and stable development of the high-tech industry in Anhui Province. |
