With the coming of knowledge economy, high-tech industry is developing rapidly. And the development speed of one country's high-tech industry decides its economy strength. Because of its knowledge intensity, the development of high-tech industry roots in its innovation ability which is decided by human capital. So we could think human capital is the most important factor for the high-tech industry.On the basis of Human Capital theory and New Economic Growth theory, the paper first analyses effect and status quo of human capital in Chinese high-tech industry. Then, the paper uses the improved human capital externality model to estimate output elasticity and contribution ratio of Chinese high-tech industry's each factor with the panel data. The result shows that human capital stock and human capital level increase rapidly, but human capital stock in 30 province is of imbalance; human capital level in high-tech industry has remarkable external effect and high output elasticity; contribution ratio of human capital is higher than that of capital stock. By the empirical study, we could conclude that human capital is the decisive factor for Chinese high-tech industry growth. Finally, the paper gives some advices about exploitation and management of human capital in high-tech industry.
