The international division of labor means work division among different countries or areas, this kind of division is always beyond the borders of countries and it is the result of development of productivity. Since the1990s, economic globalization has developed deeply, the world has integrated into a market, trade and investment has linked countries all over the world closely; Multinational company, which has been the main form of foreign investment, has made "sunset industry" in developed countries shift to developing countries faster; the progress of technology, especially the coming of knowledge economy era, has made the amount of advanced technology belonging to a company or a country become the determinant of its international competitiveness, besides, products’technological content increase and production process is refined, as a result, it is difficult for a country to finish the whole process of a product, but a number of countries share the different producing process; the financial crisis in2007depressed world economy, many countries took policies to reduce losses. Under these backgrounds, the international labor division adjusts a lot. Firstly, structure of the labor division shows network, division exists not only between developed countries and developing countries, but also between the same kind countries. Secondly, the division of labor is various in forms, including intra-industry division, extra-industry division and intra-product division, and the last style has gradually become the main form of international division of labor. Thirdly, the dominant factor of the division of labor diversify, technical level, replacing natural resource, has become the deciding factor of a country’s international status. In addition, world economic organizations, such as WTO and IMF, play more important roles in the world and they also influence the development of the division of labor.The adjustment of the division of labor has different impacts on various countries with different economic stages. In a word, regardless of trade volume, commodity with different technological level and high value-added production parts, although developed countries play the leading roles, their division position has declined; To the contrary, newly industrializing countries has increased their status, narrowing the gap with developed countries; But lots of developing countries are still in the bottom of division of labor, especially on the export of products with high technology, the developing countries are far behind other types of countries.China, as the largest developing country in the world, plays a decisive role in the global economy, but China’s position in international division of labor is still very low because of its poor industrial competitiveness. In general, benefiting from a large number of cheap labor forces, our country has absolute advantage on labor-intensive industry. But on the other hand, labor quality and science technology investment of our country’s industry are far behind the developed countries, which restrict scientific research ability of company and decrease factory productivity. Technology-intensive industry is still China’s weakness; China is still in the low-end of the global value chain. Now, china is just "world processing factory", and it has along way to go to become "world factory"To solve the above problems, this paper puts forward suggestions to promote Chinese industry during the global division of labor adjustment period. Upgrading industry needs the joint effort of government and enterprises. First of all, the government should distribute different policies to different industries according to their develop stage and importance to national economy. Some industries need government’s support and protection, while others will be restricted. Then government should also support mergers and acquisitions among companies to promote industrial restructuring, as well as reorganizing and concentrating small and medium-sized enterprises to improve business concentration and overall competitiveness. For the enterprises, the first is to increase research investment, enhance technical innovation ability, promote Technology upgrade and brand upgrade, nurture the core competitiveness; second is to implement the dislocation competition to avoid rivals’advantages and survive in small market.
