Industrial Undertake,Cross-regional Network Division Of Labor And Industrial Upgrading

Industrial undertake,participate in cross-regional network division of labor and promote industrial upgrading is the focus of academia and government.After the reform and opening up,the eastern coastal areas industrial undertake of low-value-added international links and participated in the global division of labor in the network.However,they have been stuck in the low-end lock of the value chain fora long time.With the continuous improvement of technology and production costs in the eastern region,some leading enterprises in the eastern region have shifted to the central and western regions while the central and western local governments that undertake industrial relocation need to create a sound industrial environment,infrastructures and a platform for promoting technological progress,to obtain industrial upgrading,enhance the status in the network division of labor.This article has carried on the related theory research and the literature combing,and has theoretically analyzed the evolvement and the influence mechanism of industrial undertake,the cross-regional network division of labor and the industrial upgrading,divides the industrial upgrading into the industrial structure upgrading,the industry interior upgrading and the value chain upgrade,and establish a theoretical model.Then,taking the data of manufacturing sub-sectors in 26 prefecture-level cities from 2006 to 2015 in the Yangtze River Delta as samples,this paper analyzes five indicators of industrial transfer,the share of total industrial output,the share of deviation,the relative specialization of labor,and the specialization of Krugman conduct statistical analysis,measure the level of industrial structure and industry interior upgrading.Found that eight cities in Anhui undertook a large number of industrial relocation over the ten years,Shanghai has a large amount of overall industry transfer,the industry in southern Jiangsu turned out more,while a large number of industries in northern Jiangsu turned in,some industries moved out at large number in eight cities in Zhejiang.In prefecture-level cities,have higher manufacturing index of specialized division of labor is relatively backward areas such as Ma'anshan,Tongling,Yancheng,Taizhou and Zhoushan,while the index of Shanghai,Nanjing,Wuxi,Hangzhou and Ningbo is lower;Krugman division of labor index between Anhui and Shanghai,Jiangsu and Shanghai,Zhejiang and Shanghai has greatly increased in ten years.The growth rates of industrial structure in 26 cities are increasing,the growth rates in Wuhu,Tongling,Nantong and Taizhou are relatively large;the growth rates in Hefei,Suzhou and Zhoushan are relatively small.High-tech output value of Hefei,Nanjing and Shanghai accounted for a small change in the proportion of total industrial output value.The proportion of hi-tech output in Yangzhou,Chizhou and Zhoushan accounted for a large change,and the industrial internal upgrading was faster.Based on the data of some statistical analysis,we establish the econometric model,select the mixed effect model and carry on the empirical research in different regions.Found that in the overall sample of the Yangtze River Delta,changes in the manufacturing industry space have a negative effect on the upgrading of the industrial structure,but have a positive effect on the internal upgrading of the industry;the evolution of division of labor in manufacturing has a significant positive impact on the upgrading of the industrial structure,but has no obvious effect on the internal upgrading of industries;the synergistic effect of credit intervention and industrial transfer is a positive effect,but the effect on intra-industry upgrading is not obvious;the synergy of labor quality and regional division of labor has a positive effect on the upgrading of industrial structure and upgrading of interior industries;the synergy of industrial transfer and regional division of labor has a positive effect on the upgrading of industrial structure,but has no obvious effect on the industrial internal upgrading.In the sample regression of 8 cities in Anhui and 4 cities in North Jiangsu,it was found that undertaking industrial transfer did not bring obvious industrial structure upgrade and industrial internal upgrade in this area;the regression coefficients of the interaction items of industrial transfer and regional division of labor on the upgrading of industrial structure have significantly negative correlations with the overall sample of the Yangtze River Delta.Taking Hefei BOE as a case,this paper analyzes BOE's nationwide cross-regional production network's industrial upgrading effect for industries such as Hefei,Chengdu and Chongqing.Hefei's industrial development shows that the process of industrial upgrading is accompanied by the transfer of industries and participate in the network division of labor,and improve regional R&D capabilities,promote school-enterprise cooperation,providing financial and policy support for enterprises will help to form a good industry basis,which will benefit the long-term industrial upgrading in the area.On the basis of theoretical analysis,statistical analysis,empirical analysis and case studies,there are four points of thinking.
