The Policy Of Sustainable Use Of Coal Resource In Shanxi Province

Energy is the basis material for human survival and economic development, coal as a non-renewable resource, its sustainable use has become our problems to be solved.Since the founding of New China, coal production basically to meet the needs of China’s economic development. With the acceleration of the industrialization process in China, economic growth has the characteristics of heavy and chemical industries as well as the accelerated process of urbanization, that means in2020China’s energy demand will soar.For China’s economic development in Shanxi Province and the energy base of China’s coal resources, the province made a great contribution. For the past sixty years of the founding of New China, Shanxi reserves about75%coal production to all parts of the country. But behind these contributions,it paid an expense of coal resources, the enormous cost of the ecological damage to the environment and the lives of miners. With the large-scale development of coal resources, coal resources in Shanxi first position began to shake.2009, the Shanxi coal boss "Status, Inner Mongolia replaced Shanxi Province" also began to fall into how sustainable utilization of the coal resources.The target of this paper is to study how sustainable use of coal resources in Shanxi Province. It is divided into five main parts:The first part introduce the research background of the paper on the current situation of the domestic and international use of coal resources. The first part also describes the main research methods of literature study methods and systems analysis methods. The innovation of the paper is the use of system analysis method recommended for the comprehensive utilization of coal resources in Shanxi.The second part of the paper describe the basis theoretical for the sustainable use-sustainable development theory."Our Common Future" in1987formally proposed the concept of sustainable development, marks the sustainable development of the theory generation. Not only sustainable use of resources based on this theory then the world put on the agenda, but also it provides a basis theoretical for the sustainable use of the resources of this study coal. Second chapter also introduce the systems analysis, using this approach, on the one hand to demonstrate the need for sustainable use of coal resources in Shanxi Province, on the other hand,the coal in Shanxi as the background energy, using the analytical methods for the province could help coal enterprises for the resource comprehensive utilization of scientific recommendations.The third part analyze the coal resource utilization in Shanxi and related policies. From the statue,the possession of resources to the problems of today’s drop, the deficiencies in the existing policy. Proceed to the reality of the impact of the outstanding problems of policy focus from coal price mechanism, the layout planning of resources, oversee the implementation of the relevant departments, as well as ecological environment, reveal the necessity of policy needs.The fourth part of the paper describe the international practices and policy measures in the field of utilization of the coal resources, especially in the United States and Russia, which focuses on coal price mechanism, environmental protection and resource use of science and technology innovation policy experience. The tax classification of coal resources, the implementation of the compensation for the use in the development of land resources in science and technology innovation, government funding to provide research funding to actively safeguard the sustainable use of resources.The fifth part of the paper in the consolidated part three and four, the proposed policy is to provide for the sustainable use of coal resources in Shanxi Province. The coal resources in Shanxi province should start guidelines principles and assisted by legal measures, the reorganization and integration of existing structural system resource finally with the Coal Fund for sustainable use of resources, quality of personnel, production safety, ecological to restore the environment to provide protection.The inevitable result of resource-based provinces. The integration of coal resources began in2001, but until now, the integration and restructuring of the coal resources before initial success, and will take a long time to complete. How to reduce the waste of resource and ensure stable economic development is the problem to be solved. The paper is faceed with the actual problem, based on previous studies, combined with the current policies and measures for the province that learn advanced experience from other foreign countries.This will make the sustainable use of coal resources in Shanxi province.
