Research On Reforming And Perfccting Chinese Finacial Support System Of Small And Medium Enterprise

As China enters the "12th Five-Year" period, transformation and upgrading of the economic and social development become to be the main line of the times. To be an important part of our national economy, the effect on structure optimization and upgrading of economy and development of small and medium-sized enterprises, hereinafter referred to as SME, should not be underestimated, also, it takes an irreplaceable position on ensuring that China’s stable economic development, increasing employment opportunities, and optimize the economic structure, promoting technological innovation and protection of improving people’s livelihood. However, with the continuous development of China’s market economy, the chronic illness of SME-"financing difficulties", has been become to be a significant risk of the healthy and stable development of China’s national economy. Face with the current plight of SME, the party and government pay high attention on it, the central and local governments, banks and other financial institutions have introduced a number of favorable policies and measures to help SME weather the storm. However, most of the current various policy and measures are just for emergency and does not fundamentally solve the predicament faced by the SME in China. Then in the "12th Five-Year" period, the community has commenced a comprehensive study to support small and medium enterprises. Based on this background, making Chinese SME as object, on the practical problems of the financial difficulties of SME, this paper first goes deep into the reasons of the poor viability of SME, to suit to the situation. Followed at the policy level, carding the historical Chinese SME policy environment to better understanding of the origins of some external factors, and comprehensively grasping the existing SME financial support policies, in order to exploring some of the problems that still exists in the support system for SME. On the basis of learning from domestic and abroad relevant experience, this paper tries to reforming and innovating the SME financial support mode, explores to establishing and perfecting scientific SME financial support system that, being in line with our national conditions. In this paper, data analysis, literature study, comparative analysis, theoretical analysis and other research methods are used for analysis and research of reform and improvement of SME financial support system. This article is divided into five parts. The first part introduces the research background, purpose and significance of research, research ideas and methods, and international research related to this article and literature review, the innovative points and shortcomings. In the point view of conception, the second part first elaborates the definition of our new introduction of small and medium enterprises in the standard interpretation, and then combined with the domestic and international environments, on the basis of in-depth analysis of the current situation and living environment of SME in China, focus on funding difficulties-this priority problem and in the dialectic of its causes analyzed. Proceeding from the historical evolution and empirical analysis, the third part summaries and analysis various fiscal and financial support policies for the difficult problems of finance for SME in China, and from the angle of reality analyzes some problems of the finance policy. The forth part against to problems existing in SME financial support policy, put forward specific strategies and methods for reforming and improving China’s SME financial support system on drawing domestic and foreign SME support policies essence, aiming to giving advice and suggestions of reforming and improving SME financial support system that being in line with China’s national conditions.
