Research On The Small And Medium-sized Enterprise Policy-based Financial System Of China

With the deeper revolution of our market economy,small and medium-sized enterprise will play an increasingly important role in it,no matter in terms of technology progress,employment pressure relief,livelihood improvement or economic prosperity.However,financing difficulties and costs of small and medium-sized enterprise have become the bottleneck of their development.During the New Normal and key economic transition stage,it's imperative to seek for solution and establish relative system to solve the financing difficulties for them.What's more,it's practically meaningful for our economy and finance development.What cause these financing difficulties are not just the defects of themselves,but financing bounds from external financial environment.Among them,policy-based financial system which designed for small and medium-sized enterprises is especially absent.As a result,on the basis of existing theories,this paper will put forward a question for study from the aspect of improving small and medium-sized enterprise'policy-type financial system to offer some policy advices to relieve their financing bounds and promote their development.At first,this paper gave a broad definition of small and medium-sized enterprise policy-type financial system,which is based on the aspects of the relationship between the government and enterprise,public financial products,finance coordination,inclusive finance and so on to analyze its existing foundation and its mechanism of action to ease small and medium-sized enterprises' financing bounds.Secondly,this paper focused on the concrete representation of this dilemma and gave a practical model to support it.On the basis of the result,it gave the explanations of their financing difficulties from the angle of capital,information,organization and legislation made up of policy-type finance.Thirdly,it gave a contrast between China and other developed and developing countries and came to conclude some enlightenment to us.Finally,on the basis of all the above discussion,this paper raised some policy advises for building small and medium-sized enterprise policy-type financial system from operation and supervision dimensions.
