Food safety is crucial to the people’s healthy and life, also vital for both society and politics. In recent years, impressive achievements were made in reform and opening up, China’s food industry has achieved long-term progress. But we still met lots of difficulties and problems such as frequent food safety incidents and the weakened supervision of the government. Food safety has become a thorny problem in the governance which seriously restricted the further development of our economic society. The holistic governance theory is a new model of public administration advanced after the new public management theory. It focuses on the weak governance when government meets the vital and long standing problems, especially in across departments, specialized subjects, different functions and various regions about the people’s basic livelihood demands. The theory attempts to solve the fragmentation problems on government management through two ways:the organization structure and government operations. How to reshape the current food safety supervision system using the holistic governance idea is not only conduce to solve the existed fragmentation problems and bring about close connection from farm to table, but also can provide a new view for other areas of China’s administrative system reform. It is of sound significance both in theory and reality.In this paper, a optimization research approach to study the food safety management system in Qin’an County was exploring, basing on in-depth analysis on the main connotation of the holistic governance theory and the reality of food safety management system in Qin’an County. It draws on advanced experience of America food safety management efficiently and puts forward the optimization path on food safety management system of holistic governance for Qin’an County on the basis of the analysis of characteristics of the fragmentation of the food safety management system. It is the key breakthrough in China’s administrative system reform by using the holistic governance theory. This paper mainly based on the following six parts:-First, preface. This part mainly describes the research background, the origin of the topic, the research significance, holistic governance theory research at home and abroad and the management system of food safety in China. It also gives description of the research ideas, contents, methods and tools.-Second, the overviews on theoretical tools. It details the background, main contents and objectives of corporate governance of the holistic governance theory, and gives introduction about the practice in the developed countries, Britain, America and Australia, to identity optimal ways and creatively proposes measures to further improve future practices.-Third, analysis of the current situation and problems. It gives the overview of current development on food industry and food safety management of Qin’an County, and further analyzes the causes and the fragmentation characteristics in food safely management, citing some specific cases for the aim of providing the theory for the future research.-Fourth, advanced experience. Introduction to the main characteristics of the food safety management of those highest-level countries, getting some optimal ways and creatively proposes measures on food safety management system in Qin’an County.-Fifth, research on particular ways. This part is principal to the paper. Based on the research on the theory and reality, it advances the specific methods of optimization for the food safety management system in Qin’an County and integrates five main parts:institution integration, evaluation of governmental performance, online management, risk management and cooperative supervision.-Sixth, conclusion and innovation of the study.
