A Study On China’s Food Safety Supervision Based On The Holistic Governance Theory

China’s food safety supervision is faced with a series of fragmentation problems, such as the division of the government function, the disperse of information, the shift of responsibility and so on, which caused the management dilemma involving many departments and processes. The existing literature have analyzed the supervision dilemma from relevant laws, technology skills, economic theory and other aspects. Though to some extent, these research make sense, they still have a long way to go to solve the food safety problems.Therefore, this study adopts the “Holistic Governance” as the theoretical tool. The Holistic Governance is a series of ideas and actions which is devoted to supply seamless service to the public. This theory emphasizes the collaboration of different departments and the information sharing, which can break the fragmentation condition and put forward a useful way for solving our supervision problems. The thesis extract the key factors of the theory, and build the analytical tool from four dimensions-value principle, organizational structure, partnership and responsibility mechanism. Then analyze the applicability of the holistic governance to the food safety regulation.The article uses the Holistic Governance as the theoretical tool, chooses China’s food safety supervision as the object of study. On the basis of exploring the different development history of China’s food safety supervision, through the case study, adopt the “event-process” analysis to describe and explain the actual development under the interactive influence of different actors, as well as expose the leakage of key factors during the supervision process. Through comparing these cases as a whole, we can find that different key factors can cause different patterns and actions of food safety cases. Besides all the efforts above, we will adopt the holistic perspective and put forward beneficial countermeasures to perfect our food safety supervision system.As a new view of public management, the adopting of the “Holistic Governance” and the building of the analytical framework from four dimensions, which not only reflect the innovative of the research, but also indicate the applicability of the holistic governance to the food safety regulation. This just is the significance where it lies.
