The national "Twelfth five-year" plan introduced in2011marks that China eventually lists the development objectives of low-carbon economy in the specific agenda, after China has been joined in "United Nations Framework Convention on Climate Change" for nearly twenty years. However, confronted with the existing domestic conflicts and international pressure, the theoretical research on the development of low-carbon economy as well as the administrative regulation and control still do not jump out of the set pattern of traditional environmental problems.Compared with traditional environmental problems, low-carbon issues at least have the characteristics of being controversial, prevention first, long feedback process, wide range of feedback, global responsibility and international cooperation etc, and more social identity should be obtained in perspective of system building. In this paper, by analyzing their characteristics and introducing incentive mechanism, to find institution building of positive incentive can gain more social identity and structure low-carbon society. Make inspection from the perspectives of administrative counterpart type, administrative subject type and social reproduction link etc respectively, and a relatively better direction of system reform is obtained.
