The development of low carbon economy and the reduction of CO2emission is becoming one of the hottest issues in both China and the whole world. The objectives and measures of developing low carbon economy which were put forward in the China’s five-year plan from2011to2015require support from different behavioral subjects, and allocation and coordination with relevant system, either in the transformation of developing forms and the reduction of energy and cost, or in the development of clean energy and increase of scientific research input to encourage low carbon technology. Therefore, all the following researches will have both great theoretical and practical meanings:research on relevant issues about low carbon economy based on incentive mechanism of behavioral subjects, recognition and redefinition of behavioral subjects of developing low carbon economy from the new prospective of humanity to reveal their inner relationships, explore the reasons of incenting behavioral subjects, and develop incentive mechanism of behavioral subjects and security system of low carbon economy.This dissertation, first of all, elaborates the background and significance of this research, analyses the research situation and progress of low carbon economy as well as establishes the frame and theoretical foundation of the dissertation. Then, it identifies the low-carbon economic agents by empirical methods and reasonably defines the roles in the development of a low-carbon economy. It also analyzes their value orientation and the objective function, and researches the gaming relationships among the different economic actors by the methods of game theory, and finds the Nash equilibrium conditions and the optimal strategy combination on the problem of the common control of carbon emissions. On the basis of this study, further studies have conclusively showed that information asymmetry exists among the economic agents and it may bring the problem of moral hazards. Therefore, it analyzes the entrust-agent relationships among the agents by the entrust-agent theory and forms a multi-level, multi-task and multi-purpose entrust-agent relationship chain. By further applying the relevant models and methods of the entrust-agent theory, it designs the incentive mechanism, which consists of the multi-objective incentive model by the central government to the local governments, subsidy incentive model for the energy conservation and emission reduction by the government to enterprises, the transformation incentive model by the government imposing a carbon tax on the high energy consumption enterprises, the level-distribution incentive model by the government to the public and the incentive model by the public to the government’s responsibility, all of which constructs the incentive mechanism of the behavioral subjects in the development of low carbon economy. It also establishes the security system to implement the incentive mechanism from the three dimensions of organization, operation and system. Finally, this dissertation selects the incentive model by the government imposing a carbon tax on the high energy consumption enterprises to force them to transform, with the iron and steel industry as an example, and an empirical test on its performance, and acquires the corresponding countermeasures and suggestions for low carbon economic development of the high energy consumption enterprises.Its main innovations are as follows:(1) The human instinct to pursue a better life is the power source of positive development of every economic activity. From the perspective of human nature, the economic agents in this dissertation are abstractly personified, and their roles are defined in the development of low-carbon economy, and their mutual relationships are analyzed comprehensively. Therefore, their enthusiasm and initiative to promote low-carbon economic development are mobilized through an effective system arrangement. This new perspective will bring changes to the policies of the existing low-carbon economy, institutional arrangements, modes of production and consumption patterns, and it will have important theoretical and practical significances on the development of low-carbon economy in China.(2) This dissertation breaks through the basic assumption premises in terms of the traditional economic study ways such as complete information, complete competition, rational human being and market clearing, and draws on the essence of game theory and information economics theory. It regards low-carbon economic behavioral subjects as in the position of the asymmetric information and limited ration, that is to say, economic agents as selfish, their pursuit of the maximal profits as their internal demands, but they don’t usually have the information they need to make optimal decisions. To study their mutual relationships in theory can extend the research field of vision on the behavior subjects.(3) By applying interdisciplinary theories and methods such as economics, social psychology, environmental behavioral study and the principles of organizational behavior, this dissertation tries to research on the conflicts of interests among China’s low-carbon economy actors, seek the solutions and strategies, and reveal the intrinsic mechanism of the actors’incentive mechanism design. The writer overcomes malpractices of only using the free market or macro-control mechanism mode, and to provide effective thinking ways and solid theoretical support for reconciling the theoretical conflicts and choosing the specific mechanism in the mechanism design.(4) The dissertation designs the practical incentive mechanism that can be easily operated by low-carbon economic agents, constructs and testifies the security system to ensure the efficiency of the realization of the incentive mechanism. The research not only enriches the research achievements of low-carbon economic development in China, but also provides the empirical basis for economic agents on the macroscopic economic policy level, relevant enterprises and related industries to develop low-carbon economy...
