Since China accesses to WTO, developing countries’ external tradedeveloped rapidly, however,developed countries always have big fuss onthe labor standard problem, and adopt all sorts of ways to link togetherboth of them and trying to include them into the WTO framework.Developed countries are using the domestic various regulations to contactlabor standards and trade, resist the developing countries’ exports who donot comply with the international labor standards. Access to WTO notonly create a good opportunity for economic development of ZhejiangProvince, but also raise a sharp question: how to solve the contradictionbetween economic development and labor rights protection.SA8000standard is a social responsibility management system thatcan be certificated by a third party, it aims to protect labor rights,restricting non-regulate employment in enterprise. After SA8000standardentering into China, enterprises have got huge pressures in "test factory", people debate that whether the standard is exactly a trade barriers fordeveloped countries or a tool to improve Chinese internationalcompetitiveness. Export trade is an important part of Zhejiang provinceeconomics, the international standards level is also higher and higher, forthe respect to labor rights and interests, and focus on the long-term healthdevelopment of the Zhejiang province economics, we should put theimplementation of SA8000standard as a good opportunity, we can profitfrom its advanced places, perfect labor rights and interests protectionsystem of Zhejiang province.Based on the Zhejiang province’s export trade development, thisresearch divided SA8000standard system into basic rights and interests,working hours and salary, health and safety, liberty and managementsystem, includes thirty factors. The author focuses on different city,industry, personnel scale. At last, the findings suggest effective measuresand Suggestions to the Zhejiang export-oriented enterprises how toimprove the present situation and implement SA8000standard.Moreover, the most important five related SA8000standard indexes are do not use or support to use corporal punishment, abuse or mentalthreat, not engaged in or support employment discrimination, wage is notonly higher than legal minimum level but also satisfy the basic demand,health and safety working environment, do not allow sexual assault.However, these five indexes are not realized well.Zhejiangexport-oriented enterprise employees consider the5dimensions basicrights, health and safety, working hours and salary, liberty, managementsystem are from highest to lowest. The most realization related indexesare wage is not only higher than legal minimum level but also satisfy thebasic demand, policy, do not use false apprenticeship program, extra payfor overwork, plan and implementation.In addition, the research indicates that on working hours and salary,different industries in Zhejiang export-oriented enterprises preferencedifferent, but the result discovers that working hours and salary has nomain effect in other dimensions. Moreover, for Zhejiang export-orientedenterprises, there is preference discrepancy between different personnelscales in the health and safety as well as management system. Then, Zhejiang export-oriented enterprises based on SA8000standard can be divided into five types: rights and interests orientated,working hours and salary orientated, health and safety orientated, libertyorientated and management orientated.At last, the findings suggest effective measures to improve thecurrent situation, for that export-oriented enterprises of Zhejiang canimplement SA8000standard as sooner as quickly.
