The Economic globalization has been increasingly concerned by the people since1990s. Various countries and regions are joining the Regional Economic cooperationwith great passion not only to adapt to the impact brought by economic globalization,but also to promote national priority health development and achieve maximumbenefits in the fierce international competition. Cross-border economic cooperationhas become the first choice of more and more countries in regional economiccooperation for its operability, high flexibility, and the low requirements for systems.In recent years, some of the main ports of border regions along the Northeast Chinahave begun to actively participate in cross-border economic cooperation with thenational support for the development and opening of the border areas of Northeast.This is not only conducive to the promotion of the development of port economy in border area, but also to revitalize the northeast old industrial base, enhance foreignrelations between China and its neighboring countries, even to promote homelandsecurity. Thought the cross-border economic cooperation between main ports alongthe northeast area has made great progress, different economic cooperation ofcross-border has its own characteristics and disadvantages. In order to promote thedevelopment of the northeast cross-border cooperation towards rational direction, weneed to find out the problems and put forward some countermeasures to solve them bythe comparative study of the cross-border economic cooperation.This paper will be divided into four parts.Part one will involve in the definition of the related concept, the basic theory ofcross-border economic cooperation and the related literature review.Part two will focus on the construction current situation of cross-bordereconomic development of the four main ports along the northeast area-Dandong portin Liaoning Province, Hunchun port in Jilin Province, Suifenhe port in HeilongjiangProvince, Manchuria port in the Inner Mongolia Autonomous Region, and then makethe conclusion that the cross-border economic cooperation of the four ports hassignificant regional advantages: The support from a large number of preferentialpolicies; Diversity in the ways of cooperation; The good trend of cooperation’s development.Part Three will pay attention to the situation of different cooperation filed bycomparative analysis, such as infrastructure construction cooperation, border tradeconditions, tourism cooperation, investment and industrial cooperation. Throughanalyzing the characteristic and deficiency of port cross-border economic cooperationand development, we can easily find out that Hunchun port is on the lower level ofdevelopment than the other three ports for many reasons.Part Four will come to the summary of Hunchun port’s existing problems. It willbe specialized in4matters: The infrastructure construction is relatively poor weatherin the channel capacity, channel construction or airline competitiveness; The frontiertrade development level is low, reflecting in the small trade scale, single tradestructure and the unseasonal trade mode; The performance level of cooperation ontourism cooperation, investment cooperation, industrial cooperation and financialcooperation is low; The ports are constrainted by the surrounding environment,institutional policy factors influence more.At last, this paper makes6policy recommendations about the matters during theprocess of cross-border economic cooperation and development in Hunchun:Accelerate the construction of international transportation hub, and break through the bottleneck of international cooperation; Break the "island economy" limitations, andpromote optimization and upgrade the development of border trade; Developcross-border tourism vigorously, and achieve the upgraded strategy of cross-bordertourism cooperation establishment; Promote industrial upgrading and transformation,and achieve cluster development; Continue to promote cross-border RMB settlementbusiness development, and expand the regional financial cooperation; Improve thecross-border economic cooperation mechanism gradually, and strengthen theconstruction of platform for international cooperation and exchange.
