Since1990s, especially after the20th century, China has become the mostattracted country for FDI in developing countries for many years.By September of2010, FDI in China actually came up to$1.221851trillion. Along with increasinglyfierce competition in the international market, the low technique level of added valuetrade is no longer adapt to the needs of the international market。We must transformto the high technical level and high value-added industry.How to improve the abilityof independent innovation, especially the regional independent innovation ability, topromote upgrading of the industrial structure, to realize the change of economicgrowth mode has become a hot research problem today. Research show that therational utilization of the spillover effect of FDI technology is one of the importantways to improve regional innovation ability.The first part introduces FDI technology spillover effect researches and theoryand research of FDI technology spillover positive effects and negative effects. Thenthe article writes about the empirical analysis methods used in this paper, andpointed out that the innovation and inadequacies of the article.The second part is a theoretical analysis of the impact of FDI on the hostcountry’s independent innovation capability,on the basis of the introduction offoreign direct investment, technology spillovers and regional innovation concepts and theories,and analysis of the ways and mechanisms of technology spillovereffects of foreign direct investment, FDI influences regional independent innovationability through competitive effects,associated effects and the effect of human capitalflows. Also pointed out the factors that influences foreign direct investment spilloverto capability of China’s regional independent innovation, including the mode of entryof foreign direct investment, motivation and different location advantages whichcause a serious imbalance in the distribution of technology spillovers.The third part described the current situation of foreign direct investment inChina including FDI scale changes, the distribution in various industries, as well asvarious regions’ advantage in China. It also compared Jilin Province and JiangsuProvince as the representatives of the central and eastern regions, including thecomparison of FDI investment scale, industry selection.The fourth part uses the time series data of2000-2011Jilin Province andJiangsu Province to test the time lag effect of the FDI technology spillover effect onthe ability of independent innovation, and analysis the empirical test results, then weknow the lackage of Jilin Province comparative to Jiangsu Province.Finally, combined with technology spillover mechanisms as well as the resultsof empirical test,suggest measures about Jilin Province how to use technologyspillover effect to improve the capability of independent innovation.This innovation is that existing researches are about enhancing the capability ofindependent innovation focuses on the fields of industry or enterprises. Theresearches about regional innovation capability are still very limited, especiallyabout independent innovation capability in Jilin Province. And comparing theeastern developed provinces with Jilin Province will consider the different industriesand the region’s economic strength, technological level and the marketstructure.And explore whether regional development threshold of regionalcapability of independent innovation exist. The inadequacies of this article are that the limited data, selected variables inthe model is not comprehensive enough.This may affect the results of the model,resulting in ignoring the determinants of differences of the spillover effect.
