Predicament And Breakthrough Of China’s Marine Fishery Resources Management

Marine fishery resource is kind of patulous common-pool resources. It’s easy to fall into the plight of common pool resources in the process of using and developing the marine fishery resource. In recent years, because of the change in marine environment and fishing patterns during the process of China’s marine fisheries, marine fishery resource is facing the plight of exhausted. Even though the government has taken various measures to try to improve the situation, the effect is not significant; the sustainable development of the marine fishery resources suffers a huge challenge.This article investigates China’s marine fishery resources in the perspective of theory of common-pool resources. The first part of the article briefly describes the importance of the development of marine fishery resources to China’s economic development, and gives a comprehensive survey of the results of research on the marine fishery resources in China by the collection of documents. The second part introduces Ostrom’s theory of common pool resources and Ramesh’s theory of policy tools. The third part gives an analysis of marine fishery resources as the characteristics of typical patulous common pool resources through the relevant theory, and investigated the policy tools and their function in our country like the regulation property rights and subsidies etc. from the perspective of theory of choice of the policy tools in the process of governance of marine fishery resources. Part IV investigated the effect of the existing government-led management of marine fishery resources from both positive and negative points of view, it’s undeniable that the measures taken by the government achieved some results, but it can’t reverse the drying up trend of marine fishery resources, our hope of marine fishery resources’ sustainable development is difficult to realize in the single-center model of governance. The fifth part is to propose solutions for the plight of the current problems and management of marine fishery resources in China is to develop fisheries cooperation organizations, at the same time, we must also recognize the leading role of the government in the marine fishery resources management process is still is very important, and therefore the future of marine fisheries resources management is to embark on a government-led and self-organization cooperation role in governance of the roadThis article analysis the comprehensive management of marine fishery resources from the dynamic and static aspects, through investigation of the status of the development and management of marine fishery resources and analysis reasons of difficulties that marine fishery resources facing, come to the road choice of the future development of China’s marine fishery resources-polycentric governance of marine fishery resources.
