Research On Policy Decision Of Cold Chain Logistics Outsourcing

With the further development of the division of labor in society and the information technology, the enterprises are confronted with more intense competition. In order to concentrate internal resources on its core competence, and thus obtain a competitive advantage, making enterprises remaining invincible, more and more enterprises are going to outsource the non-core business to professional service providers. However, all non-core businesses are not suitable for outsourcing model, the businesses which are suitable for choosing outsourcing model are not all non-core businesses. Whether or not the business is suitable for outsourcing model does not only depend on the core degree in business. If the manager make decision on choosing appropriate model, based only on the core degree in business, the company is likely to suffer a great losses because of the misjudgment. Therefore, making accurate judgment plays a vital role for the stable and healthy development of enterprises. This requires us to construct scientific and rational decision-making model based on a careful analysis of the different characteristics of each different business.In recent years, with the increasing of cold chain goods quality request, it’s more important to ensure the quality of service in the cold chain. Cold chain logistics is an important link to ensure the quality of the cold chain products. However, how to screen whether the enterprise is suitable for adopting outsourcing model has troubled the theory and practice of community for a long time, which caused many security issues directly or indirectly due to the lack of a comprehensive, objective, scientific evaluation criteria. In response to this situation, the advantages and disadvantages of the different modes are analyzed comprehensively in this paper, a three-level hierarchy index system based on the feasibility, acceptability and reliability is constructed. Then, the comprehensive evaluation model is established, which provides a scientific way to choosing the proper model for the managers.On this basis, in order to ensure the smooth development of the cold chain logistics business, the selection and evaluation of the service providers in the outsourcing model are analyzed in detail, then, the decision-making model based on TOPSIS method is proposed to choose the suitable third-party cold chain logistics enterprise. Finally, there will be a case to introduce how to put the model into use.
