In the year of2010, the wind power industry is included in China’s seven strategic industries and in2011Energy Board announced the launch of the second batch of offshore wind power projects. Under the great promotion, as the emerging energy, offshore wind power has already swept over the country.Though wind energy is clean, the impact of wind power project on the social and ecological all over the world has gradually attracted people’s attention in recent years. So the social assessment of the offshore wind power project is an indispensable element in the evaluation of offshore wind power project. Many experts commit to the social assessment of offshore wind power project these years. The research direction has transferred from focusing on qualitative assessment to the combination of qualitative and quantitative assessment. Due to the complexity of the offshore wind factors, more concerns are focused on the social and environmental aspects and thus uncertainty research method has been widely used.Through the study of China’s offshore wind power projects, a social assessment index system and social assessment model of offshore wind power project based on its characteristics are established. And it is used to study an actual case. In order to determine the social evaluation index weight of offshore wind projects, the combination weighting method is introduced and the theory of rough sets and information gain is put forward to improve the AHP algorithm’s instability and subjectivity. Consider the subjective and objective weight, a reasonable and effective combination weight is obtained. Finally, carry out fuzzy comprehensive assessment with and without a project. The introducing of rough sets and information gain makes the evaluation results more objective and scientific, which providing a valid basis for investment decision-makers. In the end of this article, the research contents and the innovation are summarized. At the same time, suggestions are put forward for the further study of offshore wind power project.
