Research On The Network Technology Team Construction In China Mobile Anshan Branch

With the unceasing development of telecom industry reorganization, China Mobile is encountering unprecedented difficulties and challenges in the entire-business operation, which makes China Mobile to carry out strategic transformation. Team, as the basic unit of enterprise management, is of crucial importance to the strategic transformation and management improvement of the entire company. Thus, team construction has become the work of greatest concern in the company. The network quality is the lifeline of telecom enterprise, and the network-technology teams’capability of support and maintenance directly determines the lifeline of China Mobile. At the same time, China Mobile is undertaking the task of TD-SCDMA construction and operation. How to make the strong network support to the company’s operation strategy? How to integrate network technology work with the team construction, to enhance the team’s capacity of support and operation, and to hold the lead in network quality? How to employ advanced management model, efficiently accomplish the glorious mission of TD-SCDMA network operation? How to integrate the enterprise culture with the team construction effectively? The solutions to these problems require the enhancement of capacity of the network-technology teams in support and maintenance.According to the fundamental theory of team construction and China Mobile’s team construction strategy, this thesis performs a detailed analysis of the current structure of network-technology teams in China Mobile Anshan Branch, makes an in-depth study on the existing problems, such as unreasonable team setting, imperfect performance evaluation, team leader lacking abilities and team members lacking sense of accomplishment, in the network-technology teams and proposes some specific solutions to these problems. For instance, a’two-layer team’construction framework for network-technology teams is proposed. An explicit method, called’three-level evaluation’, of quantitative performance evaluation is developed, and at the same time, an’excellent network-technology team’ appraisal program is designed. It is of significant guidance and reference value to the network-technology team construction of China Mobile.
