China's economy has entered a new normal,and economic growth depends more on the quality of human capital and technological progress.In the face of the high new requirements of the economic new normal for the quality of human capital,it is extremely urgent to improve the team building of Chinese enterprises.With the largescale collapse of P2 P companies in 2018,a large number of guarantee defaults have hit the guarantee industry,which makes us pay attention to the risk control level of our guarantee companies.Scholars at home and abroad have done a lot of research on the risk control level of the guarantee industry.Most of their focus is on risk control theory research.Few scholars analyze and solve this problem from the risk control team construction.Investigate the risk control team of Changchun Guoxing Credit Guarantee Investment Co.,Ltd.,use the methods of questionnaire survey and interview,combine the status quo of risk control team,analyze the research results,and summarize the existing problems.The problems include the lack of managerial authority and the ability of members.Lack of responsibilities,unreasonable division of responsibilities,poor communication,lack of team culture,unreasonable performance system,and inadequate internal control system.Using the results of theoretical research,the paper deeply analyzes the problems of the risk control team of Changchun Guoxing Credit Guarantee Investment Co.,Ltd.,designs the risk control team construction plan,and formulates the safeguard measures for the operation of the plan.The research results of the thesis include the following contents.Designed a matrix-type organizational structure for the risk control team,solved the problem of insufficient management authority of the leader,solved the priority problem of the division of functions of the functional department,realized the overall management of the risk control project,and improved the decision-making accuracy of the risk assessment committee.A more detailed risk control process and division of responsibilities were designed,the division of labor of the team members was clearly defined,the responsible persons of the project were identified,the team work efficiency was improved,and team conflicts were reduced.A more complete internal control system was designed,the internal control objectives and evaluation subjects were clarified,and internal control indicators and evaluation levels were formulated to effectively control the internal risks of the team.Designed an optimization plan for performance appraisal indicators for the risk control team,set up a team performance appraisal team,increase the overall performance appraisal of the risk control team,optimize the individual performance appraisal indicators of team members,and measure the performance appraisal indicators.It solves the problems of lack of overall performance appraisal of the team,unscientific setting of individual performance appraisal indicators,lack of behavioral performance indicators,and nonrepresentation of some performance indicators.It improves the role of team leaders in performance appraisal and unifies team performance goals and individuals.Performance goals have promoted the formation of team culture.Encourage team members to improve their abilities.A team culture construction plan was designed for the risk control team.Unify the team's goals and personal goals,and build a team communication mechanism from broadening communication channels,managers' attention to communication,shaping the team's communication culture,and handling communication results and feedback in a timely manner,from personality management,role management,and reasonable management.Division of labor and leadership of teamwork to strengthen team leadership,the use of incentives and health factors to improve team incentives.On the basis of the risk control team construction plan,the safeguard measures for the operation of the plan are proposed.Safeguards include building learning organizations and developing talent safeguards.Construct a learning organization from five aspects: self-transcendence,improvement of mental model,establishment of shared vision,team learning and systematic thinking.The talent guarantee measures were formulated from four aspects: establishing a competency model,improving the talent introduction system,enriching the talent introduction form,and storing risk control talents.From the perspective of team building,the paper uses team building and related theories to propose specific plans and safeguard measures for risk control team construction.It is hoped that the research results of the thesis can provide reference for the construction of risk control teams of other guarantee companies,especially small and medium-sized guarantee companies,and enhance their risk control capabilities.
