This paper briefly describes the related theories of the affordable tenement. We consider the affordable tenement as the commercial houses that is unified planed and prepared, land controlled by government, the land grant fee is waived, various items of fees is halved, is sold at a relatively low level. It is an important part in China’s housing security system. We analysis the price bubbles of the house form the aspects of the house price earnings ratio and the house price rental fee ratio,Then we collected the relevant data for the construction of the affordable tenement, and make a multiple linear regression via stepwise regression, try to find the relevant factors which affect China’s construction of the affordable tenement from the qualitative point of view. Then combining with the statistical description of our affordable tenement construction data, we analysis the problem China is facing about the construction of the affordable tenement. for example, the objects and purposes positioning is unclear,relevant laws and regulations are incomplete, lack of construction funds,government and the developer lack of capital investment enthusiasm, rent-seeking phenomenon exist in the process of construction,the project is insufficient and parts of the project have low qualities. Therefore, this article advises that to solve the problems above through the following ways:improve laws and regulations, make clear security objects and security purpose, raise money through multi-parties for the construction of affordable tenement, strengthen the regulation to solve the rent-seeking problem, regulate the real estate market to adjust the housing supply and demand.
