With the development of trade liberalization, the social field of labor protection hasgradually become the focus of international attention in recent years. There has beencontroversy on the issue of labor standards between the developed and developingcountries in the WTO. European countries with other developed countries have beentrying to linked labor standards to trade to limit the export of labor-intensive productsfrom developing countries. SA8000—the social responsibility system is a manifestationof the developed countries demand that the trend of labor standards with trade, developedcountries attempted to use the SA8000certification to build a new and hidden tradebarriers which we call the blue barriers..Cheap labor resources has been the export competitiveness of China’slabor-intensive products, like garment textile and other labor-intensive products inChina’s export trade accounts for a sizeable proportion.A large export of labor-intensiveproducts has not only promoted the development of China’s foreign trade, and to solvedomestic pressure on employment and economic growth in China have made greatcontribution. Blue barriers to focus on prevention is the China’s labor-intensive industries,the implementation of the blue barriers must weaken our country’s comparativeadvantage in labor, so that the export of labor-intensive products facing difficulties.Therefore, the study blue barriers on the export of labor-intensive products in China andactively response measures of great significance.This paper first analyzes the theoretical basis of the blue barriers, including theconnotation of the blue barriers, characteristics and causes of the provisions of the ILOcore labor standards as well as its core SA8000standard certification at home and abroad,and the use of comparative advantage The theory suggests that the blue theoreticalsupport from reality; second section describes the current trade situation and the laborsituation in China’s labor-intensive products; the main part of the paper on theimplementation of the blue barriers made a theoretical and empirical analysis on theimpact of China’s exports of labor-intensive products empirical research on laborstandards (wage level) on the competitiveness of China’s exports of labor-intensive products do come to improve labor standards through the establishment of the statisticalmodel (wage level) will help to improve the labor-intensive products in Chinainternational market share and trade specialization; Finally, China’s specific nationalconditions and labor-intensive export enterprises respond to the policy recommendationsof the blue barriers.
