In the background of economic globalization, the role of tariff barriers isincreasingly weakened, and various forms of new type non-tariff barriers arises at thehistoric moment, blue barriers whose core is labor standards is one of them. Becausethere are no international and unified labor standards, western countries have takenvarious blue trade restriction measures to products from developing countries andmade huge impact on developing countries especially the foreign trade. China, theworld’s largest exporter of labor-intensive products, suffers most from blue barriersand in recent years, its negative effects on our export trade appear gradually.Therefore, it has very important theoretical and practical significance to analyze thetheory of the negative effects of blue barriers and the empirical research to our exporttrade, design the coping mechanisms according to current situation, and bring out thepolicies to help our labor-intensive enterprises overcome blue barriers, promote thesustainable developing of our foreign trade and the upgrade of industrial structure.Based on game theory, international trade theory, econometrics and mechanismdesign theory, using local equilibrium analysis, statistics and measurement analysisand other analysis tools and methods, this paper discusses the negative effects of bluebarriers and coping mechanism.This paper first combs the blue trade barriers and coping mechanisms of thebasic theory, emphatically summarized the new trade protectionism theory, supportand oppose blue trade barriers theory, mechanism design theory, principal-agenttheory and incentive and restraint theory, and then analyzes and summarizes theconcept, developing and existing reasons of blue barriers, etc, forming the relativelysystemic blue barriers theory.On the base of combing theory, this paper constructs models using local equilibrium analysis and theoretically analyzes negative effects like trade controleffect, trade transfer effect and export industries impact effect and these models andtheory builds foundation for the empirical analysis and coping mechanism.Based on the local equilibrium analysis of blue barriers’ negative effects, thispaper constructs econometric models to empirically analyze the negative effects ofblue barriers to our exports of labor-intensive industries and competitiveness of exportindustries. It turns out that the existing of blue barriers will weaken the comparativeadvantages and export competitiveness of our labor-intensive industries.In the analysis of our countries’ current situation of coping mechanism to bluebarriers, on the base of referring to the international advanced experiences dealingwith non-tariff trade barriers, this paper guided by mechanism designing theory,designed the guiding ideology, basic frame system and operating path for the copingmechanism to the blue barriers, forming the government-industryassociation-academic groups-enterprise quaternary coping mechanism.At last, based on both theoretical and empirical analysis of negative effects ofblue barriers, this paper proposes the countermeasures and suggestions to constructcoping mechanism of blue barriers from the macro, medium and micro three angles.Macroscopically, the government needs to construct coping mechanism from legalsystem, policy and strategy building, etc; on the medium level, the industryassociations need to play a role in the information consultation, self-discipline,guidance and control function, and the academic communities need to give full play toresearch and development advantages to help enterprises build effective copingmechanism; and microscopically, the export enterprises need to change old minds,apply brand strategy and enhance technological innovation to actively respond to bluebarriers.
