And the second we analyze the practical situation of our province with real data, which should show that the affect of talents is significant increasingly. According to this conclusion, the paper comes up with a bit of proposals, for example, increasing the investment of R&D, upgrading the efficiency of R&D, guaranteeing the rights of patents, pay more attention to talents’ accumulation and encouraging innovation.
